The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has asked the General Inspectorate of the Romanian Police (IGPR) to suspend the police officer who fatally injured Andrei Șerban Ionescu, the Olympic student at the Politehnica University of Bucharest.
The technical expertise finalized only in September 2025 confirms the direct responsibility of police officer Vlad Roșca for the death of Andrei Șerban Ionescu. Forensic report, prepared by expert Dr. Ing. Dr. Dragoș Sorin Dima, states that the policeman had a blood alcohol level of 1.70 g/l pure alcohol in his blood, was traveling at 73 km/h in the locality and entered a prohibited road in Poiana Brașov. The report also notes that he did not provide first aid to the victims and did not call the 112 emergency service, choosing to contact other people while the victim was on the road.
The technical expert also points out that the visibility in the area where the accident occurred was very good, up to 70-80 meters, and the weather conditions were favorable, with no slip marks. The expert's conclusion is clear: "the accident could have been avoided even at a speed of 73 km/h if the driver's attention had been focused on the road".
In an official response sent to FACIAS by the Internal Control Department of the IGPR, it is stated that the situation of police officer Vlad Roșca was analyzed at the level of the Iași County Police Inspectorate, and "measures were ordered in accordance with the provisions of Law no. 360/2002 on the status of police officers, with subsequent amendments and additions", meaning that he was suspended from his duties until the completion of the case in which he is under criminal investigation.
FACIAS has found that the criminal investigation into the murder of Andrei Șerban Ionescu was subject to abuses such as serious misconduct and procedural delays. The forensic expertise was delayed by several months and the costs were paid by the victim's family. At the same time, the case prosecutor was late in requesting an extension of Vlad Roșca's pre-trial detention, which led to the release of the policeman after only three months. During this period, although he was charged with a charge of a fatal drunk-driving accident, he was released without any disciplinary investigation or suspension pending the intervention of FACIAS.
Moreover, the witnesses to the accident, those who called the emergency number 112 immediately after the tragedy, have NOT been heard even ten months later. According to statements submitted by the victim's family, the witnesses reported that the forensic police officers who arrived at the scene compromised crucial evidence by driving over the slip marks and the license plate of the vehicle involved.
FACIAS is working to ensure that the criminal investigation is resolved as quickly as possible and that those responsible for the death of Andrei Șerban Ionescu are punished. Those responsible must be held to account, and those who tried to delay the case must face the legal consequences of their actions.
