An analysis of the ghișeul.ro website, conducted by the Foundation for the Defence of Citizens Against State Abuses (FACIAS), shows that, on August 24, 2026, one day before the legal deadline, 792 city halls in the country are not on the public list of institutions enrolled in the National Electronic Online Payment System, known as ghișeul.ro. As a result, hundreds of thousands of residents of these localities cannot consult and pay their taxes and fees administered by the city hall online. City halls that do not fulfil their obligation to enrol on ghișeul.ro by Tuesday, the 25th of August, risk losing part of the amounts received from the state budget.
The city halls in the country had six months to enrol in the National Electronic Online Payment System. The obligation was introduced by Emergency Ordinance no. 7/2026, which entered into force on the 25th of February and set the 25th of August, 2026 as the deadline for all administrative-territorial units and subdivisions. In the case of administrations that do not comply with this deadline, the ordinance provides for the suspension of the quotas deducted from the income tax and the amounts intended to balance the local budgets until the obligation is fulfilled.
Ghișeul.ro allows taxpayers to consult their obligations to the local budget and to pay online their housing tax, transportation fees and other amounts owed to the city hall. When the local authority is not enrolled, residents cannot use these services through the national platform. If the city hall does not offer them another electronic solution, citizens must go to the physical counter, during working hours, including when they live in another locality or abroad.
The government has acknowledged the scale of the problem since early August. At the beginning of the month, acting deputy prime-minister Oana Gheorghiu announced that 919 city halls were not registered and that over 2.5 million Romanians could not benefit from the electronic payment of local taxes. Later, on the 20th of August, the deputy prime-minister announced that the number of city halls not registered on ghiseul.ro had decreased to 428, after 491 local administrations had completed the procedure.
The analysis carried out by FACIAS on the eve of the deadline indicated a different situation than that announced by the authorities. Of the total of 3,187 administrative-territorial units and subdivisions, according to the official SIRUTA nomenclature, only 2,395 were on the public list of institutions registered on ghiseul.ro on the 24th of August. The other 792 did not appear on the platform, regardless of whether or not the administrative steps required for registration had begun.
In these circumstances, FACIAS sent official requests to the city halls that were not listed on Ghișeul.ro, to find out why they had not completed the procedure just one day before the legal deadline. FACIAS asked them to specify what steps they had taken so far and when citizens would be able to pay their local taxes online.
FACIAS will centralize the received responses and monitor whether local administrations fulfil their legal obligation to enrol in Ghișeul.ro, so that citizens can consult and pay their local taxes and fees online.
