As part of the "Turn off the waste tap" campaign, The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) analyzed the amounts paid by state institutions for security and protection services. The figures show that in Bucharest alone, the six General Directorates for Social Assistance and Child Protection (DGASPC) pay almost €7 million annually to private security companies. These expenses could be reduced by up to 60% through the implementation of modern digital solutions.
In Sector 1, approximately 1,000,000 RON is spent monthly on security for DGASPC centers alone, which amounts to approximately 2.3 million EUR annually. DGASPC Sector 2 pays 630,000 RON per month, or 1.5 million EUR annually. In Sector 3, for the 12 locations managed, 270,000 lei are paid per month, or over 650,000 euros per year.
In Sector 4, DGASPC allocates over 1.3 million RON per year for 21 locations, while DGASPC Sector 5 pays 900,000 EUR annually. In Sector 6, over 1.1 million euros are paid annually for the 33 security posts, which means a cost of over 15,000 lei per month for each security guard.
Considering that there are approximately 130,000 public institutions in Romania, FACIAS points out that the scale of waste is becoming colossal. If just six institutions in the capital spend €7 million annually on security, it is natural to ask: what is the actual total amount spent on security for all public institutions in the country?
These costs could be significantly reduced by implementing modern digital solutions such as video surveillance systems integrated into a centralized control room. This simple solution could reduce costs by up to 60% compared to the current model, which relies exclusively on traditional security measures.
