
The Foundation For The Defense Of The Citizens Against State Abuses (FACIAS) has identified a particularly problematic situation affecting people with disabilities in Romania. This is due to the inadequacy of the benefits provided, which do not afford them the opportunity to live a decent life. It is imperative that tangible and consistent assistance is provided to safeguard the dignity and quality of life of these vulnerable citizens, who are confronted with significant physical and financial obstacles.
A recent case, documented by FACIAS as part of the "It's My Right!" campaign, has brought to light the deplorable conditions in which people with physical disabilities are compelled to live. A person who has undergone a complete amputation of an upper limb is entitled to a monthly allowance of just 72 lei, which is equivalent to approximately 12% of the Social Reference Indicator. This is an extremely low and humiliating sum, particularly for an individual in a situation of extreme vulnerability. The allowance not only fails to cover basic needs but also undermines the right of these individuals to live a dignified and independent life.
The issue is not limited to one particular group of disabled individuals; rather, it affects a diverse range of categories within this population. For instance, those who are severely disabled receive a monthly benefit of just 132 lei, while those in a similar situation receive a considerably higher amount of 179 lei. These figures not only demonstrate a disconnect from economic reality but also highlight a concerning lack of social solidarity on the part of the state.
FACIAS asserts that the aforementioned allowances contravene international standards pertaining to the protection of the rights of persons with disabilities. It therefore urges the relevant authorities to undertake an expeditious review of these policies. It is of paramount importance that Romania modifies its policies in this regard and provides sufficient and efficacious assistance to the most vulnerable members of society, so that they may enjoy a life of dignity and decency.
In accordance with its international human rights obligations, Romania is obliged to assume responsibility for the protection and support of people with disabilities. FACIAS urges the relevant authorities to give this matter the highest priority and to implement effective measures to enhance these allowances, thereby creating the necessary conditions for people with disabilities to become fully integrated into society.
