FACIAS examined the "List of Shame" published by the National Agency for Fiscal Administration (ANAF) and found that, out of a total of 42,302 taxpayers included, over 5,400 entities owe debts to the state budget exceeding 1 million lei each, totaling over 59 billion lei, equivalent to 11.6 billion euros.

If the state were able to recover just this amount, it could cover the budget deficit Romania is facing today without having to impose new taxes on honest citizens who comply with their tax obligations.

At the same time, an analysis of the legal situation of debtors with debts exceeding 1 million lei shows that 2,730 are bankrupt, 1,639 have been declared insolvent, 618 are in insolvency, and for 503 there is no clear data on their legal status.

Of the total debts that the major debtors owe to ANAF, which amount to over 59 billion lei: 35.2 billion lei come from companies that have already gone bankrupt, and another 13.2 billion lei from companies that have been declared insolvent. The rest, approximately 10.6 billion lei, comes from companies that are insolvent or have unclear legal status.

In view of these issues, FACIAS launched the national campaign "Who is responsible?", with the aim of making the authorities accountable for speeding up the process of recovering outstanding debts owed to the public budget.
