The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has notified the Prosecutor's Office attached to the Pașcani Court of Justice regarding the abusive behavior of two police officers from the Pașcani Local Police whoassaulted and humiliated an elderly man who did not identify himself, using disproportionate physical force against him.
The incident took place when Viorel Obreja was being taken to the police station for identification, and the local police officers did not take into account the facts, age, and attitude of the injured person, subjecting him to degrading treatment and causing him a series of traumatic injuries as well as unnecessary physical and moral suffering.
On August 19, 2025, the two agents used disproportionate physical force against Mr. Viorel Obreja, a 70-year-old pensioner with heart problems, whom they brutally immobilized and subjected to degrading treatment, causing him traumatic injuries and unnecessary physical and mental suffering.
The incident occurred after the man allegedly refused to identify himself after drinking a beer. The victim was knocked to the ground, brutally immobilized, and handcuffed, even though he did not behave aggressively. Witnesses claim that one of the officers pressed his knee against the man's head, causing traumatic injuries and unnecessary physical and mental suffering. As a result of the assault, the man fell ill and required medical attention. He remained on the ground, handcuffed, until the ambulance arrived and he was taken to hospital.
FACIAS warns that the two police officers broke Article 20(f) of Local Police Law No. 155/2010, which says that force should be used in a way that fits the situation. From witness statements and images appearing in the public domain, it is clear that the victim was not aggressive, which makes the intervention disproportionate and abusive.
FACIAS emphasizes that the unjustified actions of the two police officers seriously undermine public confidence in law enforcement and the local police, an institution already viewed with skepticism by Romanian society.
