The Foundation for the Defense of the Citizen Against State Abuses (FACIAS) has asked for more information on schools that have lost possible funding from the NRRP. Nearly half of the projects submitted in a pilot programme of the National Cultural Fund Administration (AFCN) were identical and therefore rejected.
In the end, 71 schools lost the possibility of funding because the projects submitted were identical and did not take into account the needs and particularities of each school. For example, one of the project proposals was to equip each classroom with a library of 150 volumes.
FACIAS has asked the schools in this situation to communicate how the NGO that provided advice for these projects was selected and who takes responsibility for what happened.
The schools communicated the protocol of collaboration with the association that carried out the projects, and from the information received by FACIAS, it is clear that it was the non-governmental representatives who initiated the discussions with the schools and offered their services.
From the official responses received by FACIAS, no one takes responsibility for this failure, with all those involved shrugging their shoulders when asked whose fault it is for all that has happened.
FACIAS will seek to hold those responsible to account. The initiative is part of the Transparency and Accountability Project which aims to monitor the implementation of the NRRP.
