The Foundation for the Defense of the Citizen Against State Abuses (FACIAS) continues its civic action to highlight the aberrant expenditure of tens of millions of euros made by the National Road Infrastructure Management Company (CNAIR) for feasibility studies of unfinished road infrastructure works.
Topping the list of receipts from the state company is Consitrans SRL, which has carried out studies worth about €21 million. Consitrans SRL is controlled by Eduard Hanganu, who holds 92% of the shares, and Viorica Hanganu with 8%. Eduard Hanganu is also the administrator of the company. Consitrans SRL is one of CNAIR's house companies and has been involved in the company's work for many years, despite the controversies it has stirred up over the years. It is considered one of the firms responsible for the failure of the Sibiu-Orăștie highway, which collapsed shortly after its inauguration in September 2015. The same firm was accused, also in 2015, of designing a road on the plain between Craiova and Calafat, where it laid one-and-a-half-metre-deep gullies along DN 56, endangering road traffic.
In second place is Search Corporation SRL, which carried out unused feasibility studies for CNAIR and won more than €5.3 million. Search Corporation SRL is owned by businessman Michael Mihai Stanciu and managed by Search AVG. International, based in the USA. Search - A.V.G. International SRL's authorized person is the same Michael Mihai Stanciu.
The third place is occupied by IPTANA SRL which has carried out dozens of other unused studies worth about 1 million euros. The company designed most of the roads, bridges, ports and airports built before the Revolution in Romania. Iptana SA went into insolvency on petition in 2017, after 64 years of activity. In 2016, prior to its default, the company recorded debts of 35 million lei and losses of 3.2 million lei.

We're suing them for their fraud on public money!
FACIAS asked the court on 9 January this year to declare millions of euros in damages, money spent from the state budget by (CNAIR) for pre-feasibility and feasibility studies of construction works that were never carried out.
According to the action filed by FACIAS, CNAIR is incapable of effectively administering and managing the development and implementation of projects, which is causing enormous damage to the State. In the action, FACIAS alleged that CNAIR is administratively incapable of effectively managing the preparation and implementation of pre-feasibility and feasibility projects, which has resulted in huge amounts of public money being wasted.
