On 10 June 2024, a ruling will be handed down in the case in which The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has sued the Ministry of Education. The reason for this legal action is the Ministry's failure to uphold children's rights and the shocking conditions that prevail in Romania's educational establishments.

On 23 August 2023, The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) requested detailed information from the Ministry of Education regarding the condition of educational facilities and the measures taken to guarantee children's rights. What has the Ministry of Education done in response to this request? The Ministry of Education largely disregarded the majority of the requests, prompting FACIAS to initiate legal proceedings. If the Ministry of Education is unable to provide data on the conditions in which Romanian children are learning, it is unclear who should be responsible for this information.

Shocking statistics showing the true face of Romanian education

A study conducted by FACIAS has revealed the extent of the disaster experienced by Romanian students:

  • 60% of educational premises are dangerous for pupils
  • 491 out of 10,685 buildings operate without ISU authorisation
  • 131 buildings do not even have a health permit.

What are the reasons for the necessity of learning conditions?

The conditions in which pupils learn have a direct impact on their academic performance and long-term development. A secure and conducive learning environment not only prevents accidents and illness, but also encourages learning. Pupils who study in safe and well-equipped spaces are more motivated, more focused, and achieve better learning outcomes. Furthermore, access to quality educational facilities contributes to the development of a well-trained and competitive workforce, which is essential for the country's economic development.

What are the effects of these impairments on children?

The absence of ISU and health permits places students at significant risk. The presence of fire hazards, poor hygiene and unsafe structures represents a significant risk to the lives and health of children. These deficiencies create an environment that is inherently stressful, which in turn negatively affects the ability of students to concentrate and learn. Furthermore, the absence of adequate facilities can impede access to essential educational resources, such as laboratories or functional sports halls, which consequently limits the educational and physical development of pupils.

FACIAS will continue to monitor this situation and fight for children's rights in Romania!
