Transparency and Accountability - NRRP Monitoring

RAPORTUL DEZBATERII “MONITORIZARE PNRR. POSIBILITATEA RENEGOCIERII PLANULUI PE JALOANELE NEÎNDEPLINITE”

After several negative opinions from the E.U. regarding the elaboration of the NRRP, on 28 October 2021, Romania received the green light for the NRRP, the maximum final amount that could benefit Romania being 29.18 billion Euro.

The efficiency and accountability test Romania is subject to is represented by 507 objectives (215 reforms and 292 investments to be precise). The achievement of these objectives within the deadlines set by the European Union is of major importance for the implementation of the NRRP and the allocation of the next amounts of money, as failure to achieve these objectives will lead to a reduction in allocations, as billions of euros may be lost from the initially approved amount of 29.18 billion euros by the time the implementation is completed, and the last tranches of money are allocated by 2026.

The European Union has placed great emphasis on the transparency of the allocation of funds and on compliance with the deadlines are not realized, U.E. decide to impose sanctions that could result in the loss of billions of euros of the original amount promised.

The Foundation For The Defense Of Citizens Against State Abuses has started the project Transparency and Accountability - Monitoring the NRRP, tracking key investments in relation to the target audience (beneficiaries of FACIAS's work) of the National Recovery and Resilience Plan (contracts concluded, firms obtaining funds, projects funded, expenditures, etc.).

During the course of the project, FACIAS has been reporting on the dysfunctions of the national programme, with the aim of finding solutions that will lead to significant results for citizens.

ROMANIA MISSES FIRST MAJOR MILESTONE IN NRRP IMPLEMENTATION

After the late start of the national program, Romania is also facing a first loss of funding sources, a situation reported by FACIAS since May this year and confirmed by representatives of the Ministry of European Investment and Projects during the debate event: "NRRP Monitoring: Possibility of renegotiating the plan on unfulfilled milestones".

During the FACIAS debate event, it was made very clear that Romania's program is a very complex and ambitious one, and that the limited administrative capacity to implement projects was not taken into account when drafting it.

The Foundation for the Defence of Citizens against State Abuses has continuously requested information from the relevant institutions on the state of implementation of the NRRP, aiming this time too to protect citizens' rights and ensure transparency in the functioning of state institutions as a principle of democracy and the rule of law.

FACIAS has constantly followed the status and progress of the NRRP projects and informed citizens about the findings and resulting solutions during the monitoring project.
