Fundația pentru Apărarea Cetățenilor Împotriva Abuzurilor Statului (FACIAS) supervises the implementation of the National Recovery and Resilience Plan's most critical investments and reforms.
The public pension system reform and the construction, equipment, and operationalization of 110 nurseries are two of the most essential initiatives included in the PNRR.
Regarding the public pension system reform, changing the regulatory framework to assure the sustainability of Pillar 2 pensions was a first aim in the execution of the reform, which had a deadline of March 2022. The Romanian Government adopted an emergency decree on March 16, 2022, that only provides an increase in the contribution to the pension fund from 3.75 % to 4.75 %, without including the rest of the PNRR provisions. The legislative framework should have included measures to digitize the operation of the private pension system, diversify investments in the second pillar of pensions, regulate future adjustments to the investment regime of private pension funds, etc. Each of these modifications should have been incorporated in the new legislative framework, but they're not.
Furthermore, by the end of June 2022, the Ministries of Education and Development, Public Works, and Administration should have signed contracts with public operators for the construction, equipment, and operationalization of 110 nurseries. According to the PNRR objective with a June 2022 implementation deadline, the Ministry of Education has less than 3 months to identify public operators with whom to conclude contracts in order to build the nurseries.
FACIAS launched the "Transparency and Accountability - Monitoring PNRR" Project in early March, with the primary goal of monitoring the execution of the National Recovery and Resilience Plan's most critical investments and reforms (PNRR).
FACIAS, according to its statutory purpose, but also through its constant activity over the past 14 years, defends the rights of citizens and seeks to ensure transparency in the functioning of state institutions as a principle of democracy and the rule of law.
