In 2024, the National Company „Administrația Porturilor Maritime” Constanța S.A. allocated €30,487,000 for personnel expenses, plus another €4 million in salary bonuses. The austerity ordinance, known as the "Train Ordinance," did not affect the management or employees of this company in any way. For 2025, the Ministry of Transport has approved an even larger budget for this company for personnel expenses alone, amounting to €35,673,000, of which €4.247 million is for salary bonuses
According to data analyzed by The Foundation For The Defense Of Citizens Against State Abuses (FACIAS), as part of the "Turn off the waste tap!" campaign, the company's management benefits from considerable revenues, in the absence of clear performance indicators and without a real assessment of efficiency. In its response to FACIAS, the National Company "Administrația Porturilor Maritime" S.A. Constanța grants performance bonuses for the payment of overdue payments, labor productivity expressed in value per average employee, and expenses incurred. The list of performance indicators does not include indicators such as the volume of goods traffic through the Port of Constanța, which in 2025 recorded a significant decrease of 27% and 40% respectively compared to the same period in 2024.
The lack of clear and objective performance criteria is also highlighted by the Court of Auditors. In a recent audit report, they found that "Neither the mandate contracts of the temporary administrators nor those of the permanently appointed administrators included performance objectives and criteria," which is against the provisions of Government Emergency Ordinance No. 109/2011 on corporate governance
The company is managed by a Board of Directors consisting of 7 members and an executive team of 5 directors. The general director of the company received a net salary of 379,811 lei (equivalent to over 6,000 euros per month) in 2024. In total, expenses for the remuneration of directors and administrators amounted to 4,605,842 lei in 2024.
In relation to all cases of companies identified during the "Turn off the waste tap!" campaign and subordinate to the Ministry of Transport, FACIAS requested the minister to refer the matter to the Control Authority for an analysis of these entities and to take concrete measures in cases of poor performance or waste of public funds.
