The Foundation for the Defense of Citizens Against State Abuses (FACIAS) has listed various objectives that were "missed" by the Romanian government, as they were announced at the beginning of the mandate, over four months ago. During the same timeframe, FACIAS developed a program to track government activity, closely monitoring the Executive's activities in relation to the government's goals.
According to the legal requirements in effect at the time, the Ministry of Labor adopted a variety of objectives, including expanding teacher pensions and salaries. However, an Emergency Ordinance has been adopted, which calls for the freezing of pensions in 2021 and the deferral of the increases previously mentioned.
Teachers' salaries may rise only in September this year, even if RCC approved the government's notification for raises to take effect in September 2020, as required by a law passed by The Parliament.
The Executive has also committed to limiting budget spending, including reducing or removing bonuses. Despite all the public debate about bonus caps, salary expenditures in the budget sector have risen dramatically, as even the Prime Minister admits.
Another projected goal was the elimination of special pensions, but the only actual action taken in this regard so far has been the termination of special pensions for parliamentarians. The measure did not belong to the current government, but was adopted on PSD's recommendation.
The Ministry of Health's most important goal was to dedicate 6% of GDP to this sector, while the current year's budget shows an allocation of less than 5%.
In the sector of health, another focus was the establishment of 1,450 medical centers in rural regions, as well as the rehabilitation of 110 municipal and city hospitals and 25 county hospitals, as well as the construction of 10 new hospitals and maternity hospitals. The construction has not yet begun; instead, the Ministry of Health is working on a project to gain access to European funds. The procedure requires time and cannot be completed this year.
After a series of tragic events, it was expected that preventing hospital fires would be a priority. So far, no formal information on the status of this target has been supplied.
New types of health insurance have also been promised, but so far no action has been taken to introduce them.

The Ministry of Transport's main commitment was to build more than 1,000 kilometers of highways and express roads throughout Romania, which would result in a minimum of 88 kilometers available by 2021. Even though it is still early, no new highway has been put into operation so far.
The project for monitoring Romanian government's operations is in accordance with FACIAS' purpose of defending citizens' rights and liberties and combating abuses commited by public institutions.
