The Foundation For The Defense Of The Citizens Against Citizens Against State Abuses (FACIAS) calls on the authorities to urgently finalize the investigations into the case at the County Emergency Hospital in Târgu Jiu, where a 78 year old man died in the hospital courtyard. He died after being moved for hours between wards kilometers away. The tragedy at Târgu Jiu County Emergency Hospital is similar to that of 16-year-old Andrei Drăgan, who was left to die of peritonitis after doctors refused to perform emergency surgery.

After approaches by FACIAS, the management of the County Emergency Hospital of Târgu Jiu decided to take the first disciplinary measures and ordered the termination of the employment contract for the UPU SMURD doctor and a 10% pay cut for 3 months for the doctor in the Internal Medicine Section. In parallel, the College of Doctors of Gorj has taken a self initiated disciplinary investigation and the IPJ Gorj has confirmed the opening of a criminal case.

On November 4, 2025, a man from Slivilești arrived at the UPU Târgu Jiu with acute abdominal pain. Instead of a quick intervention by the doctors, the 78 year old patient began an agonizing transfer between wards. First, he was sent to the Infectious Diseases Ward (Hospital 700), 2 kilometers away from the UPU. From there, he was sent back to Surgery, then to Neurology, in another part of the same medical unit.

After 7 hours of transfers between buildings, the man's heart failed. The patient went into cardio-respiratory arrest and died in the ambulance, in one of the courtyards of the Târgu Jiu County Emergency Hospital, where the medical staff should have saved him.

Following requests to the authorities to reconstruct the 7 hours leading up to the man's death, FACIAS has uncovered serious details about the way in which the case of the 78 year old patient was managed at the County Emergency Hospital Târgu Jiu.

In a response to FACIAS, the Gorj Public Health Department reported a series of abuses committed by the management of the medical institution, but only applied a penalty of 30,000 lei for failure to comply with the minimum conditions for the operation of an emergency unit. As in the case of Andrei Drăgan, the same institution applied a derisory sanction of only 3.000 Lei.

Cases of malpractice cannot be treated superficially, which is why FACIAS has repeatedly asked the Ministry of Health to send the Control Body to check the situation at the County Emergency Hospital Târgu Jiu, considering that this medical unit represents a real danger to the safety of citizens.

Furthermore, FACIAS is calling on the Ministry of Health to urgently initiate a project to amend the procedure for settling malpractice complaints, so that patients and their families have access to a clear, accessible and efficient procedure, and medical liability is no longer bogged down in bureaucracy and endless processes.
