The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has registered a complaint regarding the acts of individuals who contracted, on behalf of the Romanian state, the purchase of anti-COVID-19 vaccines from PFIZER Inc. and BIONTECH Manufacturing GmbH, which resulted in an estimated €680 million in damage to the Romanian State.
Through this action, FACIAS calls on the Ministry of the Public to order the full recovery of the damages from the guilty persons, so that this colossal bill is not paid out of the citizens' pockets, but by those who caused it.
The contract that generated the conflict between the Romanian state and Pfizer was signed in May 2021, when the Government was led by Florin Cîțu and the Ministry of Health by Ioana Mihăilă. According to the data, through that contract, Romania undertook the purchase of 39 million additional doses of vaccine, on top of those purchased in 2020. Of the 39 million doses, about 29 million doses have not been paid by the Romanian state, and which were the subject of the lawsuit lost in Brussels. On April 1, 2026, the Belgian court ordered Romania to fulfill its contractual obligations, at an estimated cost of around €600 million, plus daily penalties.
The National Anticorruption Directorate will carry out investigations regarding the crimes of abuse in service and negligence in service, both with particularly serious consequences, which are attributed to persons who exercised public functions and approved and signed the contract that caused damage to the state budget.
In its complaint, FACIAS calls for individual responsibility for the approval, management and maintenance of the Pfizer contract to be established, and for the recovery of damages from all those who approved, implemented or tolerated the damaging decisions that committed Romania to this payment.
Romanians have the right to know the truth, to identify those responsible for the financial disaster caused by the contract with Pfizer and, above all, to recover the damages from the guilty parties and not by further burdening the state budget.
