Dear Prime Minister,

The Foundation for the Defense of the Citizen Against State Abuses (FACIAS), as an active representative of the Romanian civil society, cannot remain impassive, in the context where the representatives of the Romanian state are lacking any firm reaction following the situation created by the Ukrainian state interventions in the area of the Danube Bastia Canal.

We would like to understand, Prime Minister, whether this lack of reaction is due to the inability of the institution you lead to protect the Danube Delta reserve from the purely economic interests of the neighbouring state, or rather to the complicity of the Romanian Government with those who have already begun to indirectly destroy Delta ecosystem through the deepening operations of the canal, already carried out without Romania's approval?

We would also like you to know that, regardless of which of the two options presented will prove to correspond to reality, the tacit or expressed consent of the Romanian state to the transformation of the Bâstroe and Chilia canals into transport routes is a serious anti-national act. The disastrous consequences for the Danube Delta biosphere (part of the UNESCO heritage) are incalculable, but certain. Surely you realise that artificially deepening these canals to the size necessary for river freight transport would draw immeasurable amounts of water from the Delta area and destroy the ecosystem created by nature over millions of years.

In the light of the above, we believe that the natural ecosystems and biodiversity in the Danube Delta area are not only a national but also a global priority, and that the technical solutions proposed for transforming the two arms into navigable canals are in flagrant contradiction with the environmental principles we have assumed. Consequently, we ask you to take, through your specialised structures, a firm official position of opposition to the requested measures and to express your disagreement on behalf of the Romanian State, as such a manifestation is becoming more and more urgent in the current context.

For these reasons, we would like to inform you that we at FACIAS consider that Romania's approval of Ukraine's and the European Commission's request for the inclusion of the two canals in the European TEN-T transport network is an act of high treason, as is this act provided for by Art. 398 in conjunction with Art. 394 lit. b of the Romanian Criminal Code. In this context, FACIAS will refer these issues to the competent bodies, as well as to international law bodies, through interpellations and requests for intervention in order to protect not only national interests but also the environment.

However, we hope, Prime Minister, that we will not end up in this situation and that your work as a high representative of the state and member of the CSAT will always be in the sense and spirit of the legitimate interest of the country in which you were born and not in the service of the temporary and opportunistic goals of some and others.
