The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has asked the Ministry of Internal Affairs to clarify a situation reported by the Romanian media. Specifically, Europol representatives revealed that in Tulcea county the heads of the County Police Inspectorate have called for a "fine plan", threatening subordinates with sanctions if every policeman does not apply at least one fine every day.
FACIAS calls on the MAI to deny or confirm this situation and to explain publicly what action it has taken in this case. We consider it unacceptable that those who serve the rights and interests of citizens are in a position to commit abuses against those they are supposed to protect.
FACIAS recalls that this is not the first case of this kind to appear in the public arena, as there have been several documented cases where heads of territorial police structures asked their subordinates to apply a minimum number of fines within a certain timeframe, but this issue of the "fine plan" has never been publicly clarified. FACIAS therefore calls for urgent and transparent clarification of this situation, in line with its mission to protect citizens against abuses of the state.
