The forensic expert report, consulted by The Foundation For The Defense Of Citizens Against State Abuses (FACIAS), shows unequivocally that police officer Vlad Rosca, under the influence of alcohol and speeding on a no-access road, is responsible for the death of 19-year-old student Andrei Șerban Ionescu and the serious injury of another young woman in Poiana Brasov. FACIAS notes that, despite this clear and official evidence, the prosecutors chose to let him go free and his superiors decided to keep him in office, allowing him to continue his work.
Technical forensic forensic report, prepared on October 13, 2025 by expert Dr. Ing. Dr. Dragoș Sorin Dima, records that "at the time of the accident the police officer Vlad Rosca had a blood alcohol level of 1.70 g / l pure alcohol in the blood, was traveling at a speed of 73 km/h in the city and entered the street Poiana Ursului on a prohibited access". Furthermore, the expert states in the report that "immediately after the accident, he did not provide first aid to the victims and did not call the 112 emergency service, standing on the side of the road by the phone".
The expertise also establishes that "the visibility provided by the street lighting was very good, up to 70-80 meters, and the weather conditions were favorable, with no signs of slipping or skidding of the vehicle".
The conclusion of the expert Dr. Ing. Dragoș Sorin Dima, recorded in the expert's report, is categorical: the accident could have been avoided even at a speed of 73 km/h, if the driver's attention had been focused on the road.
At the same time, FACIAS notes that the expert report was finalized only 10 months after the tragedy occurred. During all this time, the police officer who, according to the document, killed Andrei Șerban Ionescu and seriously injured another young woman was at large and continues to be at large today.
Based on the new official evidence, FACIAS calls on the Public Ministry to urgently take all necessary measures to ensure that Vlad Roșca does not remain at large, as he represents a danger to the safety of citizens and asks the Iași County Police Inspectorate to immediately suspend him from his post. At the same time, FACIAS asks the CSM and the Judicial Inspectorate to complete their investigations and to sanction the prosecutors who did not act in accordance with their legal obligations.
We must point out that FACIAS referred the matter to the Superior Council of Magistracy and the Judicial Inspection regarding the delays and irregularities in the criminal investigation, asking for checks on the way the case was handled. FACIAS has also asked the Public Ministry to explain why the investigation into the murder of Andrei Șerban Ionescu, carried out by the Public Prosecutor's Office of the Court of Brasov, was delayed and why the legal measures were not applied.
