FACIAS brings together representatives of public authorities, experts, representatives of state-owned companies and civil society to discuss the legislative measures needed to improve the performance and transparency of public fund management by state-owned companies. Brief presentation:
The campaign "Turn off the waste tap!", initiated by FACIAS, has highlighted how a significant part of the state budget is being wasted by state-owned companies, many of which are constantly making losses, are poorly managed and lack transparency.
While Romania is facing a major budget deficit, with citizens having to bear new tax burdens through tax increases, new taxes, and new fees, dozens of state-owned companies are recording annual losses of hundreds of millions of lei. They grant unjustified salaries and bonuses to politically appointed managers, avoid transparent procurement procedures, and benefit from financial bonuses without performance conditions.
In view of these considerations, we believe that it is a national priority to organize a debate on the reform of state-owned companies, with the aim of identifying concrete solutions to stop the waste of public money, optimize management, and increase transparency in the use of public funds.
Purpose of the debate:
- Identifying and applying relevant performance indicators, tailored to each company's specific profile, for evaluating their management;
- Reducing waste of public money;
- Increasing transparency and economic efficiency
- Transforming state-owned companies into profitable and responsible actors in the Romanian economy.
Topics for discussion:
- What legislative measures are needed to improve performance and transparency in the management of public funds by state-owned companies?
- What needs to be changed urgently in the way state-owned companies are managed?
- The role of the government: passive shareholder or guardian of the public interest?
- How performance should be assessed and monitored
Among the invited participants:
Representatives of the government, experts in corporate governance, the Court of Auditors, the Competition Council, investigative journalists, trade unions from state-owned companies, NGOs, and civic organizations.
Final objective:
Based on the conclusions of the debate, FACIAS will draft a Public Plan for the reform of state-owned companies, a document with clear performance and selection criteria for the management of state-owned companies, coherent corporate governance policies, real accountability mechanisms, and measures to reduce waste.
FACIAS thus reaffirms its role as an active civic watchdog and leader of civil society in the fight against abuse, for efficiency and transparency in the administration of public funds.
