The Foundation for the Defense of Citizens against State Abuses (FACIAS) is launching a national campaign called "Abuses Kill". This campaign will identify and sanction abuses committed in institutions meant to protect citizens. These institutions include public hospitals, residential care and protection centres for the elderly and childcare centres. The initiative is a direct response to the tragic case of teenager Drăgan Marius Andrei, who died in November 2024 after being abandoned by a medical system that should have saved his life.
Andrei's case is yet another example of the Romanian state's failure to protect its citizens. A 16-year-old who needed urgent surgery was left to die because doctors refused to intervene. The transfer to another hospital was unjustifiably delayed for more than 3 hours, a transfer that should normally have taken just over an hour, and emergency medical protocol was breached.

FAICAS is launching a national platform called "Abuses kill". This platform gives citizens the opportunity to report abuses committed in hospitals and state-run centres without fear of repercussions. People can report abuses anonymously. They can report abuses such as malpractice, inhumane conditions, lack of care, humiliation of patients, refusal of treatment, as well as serious shortcomings in the management of these institutions. No lawyer or legal knowledge is needed. Complaints must be accompanied by evidence (documents, records, photos, etc.).
FACIAS calls on citizens to anonymously report any abuse or injustice to which they have been subjected or witnessed, so that such situations do not recur and that those responsible are punished.
FACIAS will analyze each case reported by citizens in the "Abuses Kill" campaign and will take all necessary legal steps to ensure that tragedies like Andrei's do not happen again and that those responsible for such abuses are held accountable to the law.
