Dear Minister,

The Foundation for the Defense of the Citizen Against State Abuses (FACIAS) would like to bring to light a truly hallucinatory case, that of a 12-year-old child who, on 8 April 2022, was beaten and humiliated by his peers at the "G.J.Canciov" Technological High School in Parincea. Shockingly, the aggression happened in the courtyard of the High School during class hours and cost in beatings from 4 other students, they locked him in a metal cage and kicked him, which caused the minor bruises, swelling, from hard bodies, which also appears on the forensic certificate obtained by him.

As a result of these incidents, the child's parents reported the matter to the criminal prosecution authorities on 13.04.2022, although almost a year has passed since the complaint was made, no action has been taken against the aggressors or the persons responsible for supervising the students at the "G.J.Canciov" Technological High School.

Moreover, on 17 February 2023, a new aggression against the same student took place, when the minor was waiting for the bus, when two students (one of them being the aggressor in the first case as well) allegedly hit him in the face area, an aggression that resulted in 2/3 days of medical care, according to the forensic certificate. According to the father, the other children came up from behind and hit him in the face with a piece of icy snow, which broke his cheek in the cheekbone area. No action was taken by the authorities against the perpetrators either.

Minister, how is it possible that the file on the prosecution of this case, which is of a low level of complexity, in which there is a forensic certificate attesting to the trauma suffered by the victim and in which there is unquestionable evidence of serious criminal offences, is being kept in a drawer?

In this context, we call on you to order an urgent investigation by the Ministry's supervisory body to verify the way in which the case was handled by the prosecution authorities and the reasons for the relatively simple investigation in which the forensic medical certificate was obtained and undeniable evidence of criminal offences was presented.

An investigation in this situation is mandatory in order to establish whether the prosecution authorities have fully performed their duties, but also to assure citizens that the Ministry of the Interior monitors, intervenes and takes action when the subordinate authorities do not do their job to sanction and prevent such cases.
