The Foundation For The Defense Of Citizens Against State Abuses(FACIAS) draws attention to the particularly serious implications of the decision of the Dambovita County Council to abolish the Psychiatric Department - Acute Care within the Targoviste Municipal Hospital and its reorganization in a building in the village of Gura Ocnitei.
Among the immediate consequences of the abusive abolition of the Psychiatric Ward - the only unit of public interest in the county which, by its specificity, ensures permanent emergency on-call - is the suppression of the integrated specialized ambulatory as well as the impossibility of sustaining the psychiatric emergency on-call. Also, the premises proposed for the activity of the Psychiatric Section following the reorganization is - according to the opinion of the head of the Section - completely inadequate both in terms of treating the acute patient, the exercise of the medical profession with results for the reintegration of the patient in the community, and the provisions of the acquis acquis on mental health.
Thus, following the steps taken by FACIAS against the way health issues are managed both at ministerial and local government level, we oppose the de facto closure of the Psychiatric Department, a decision that we consider abusive and against the general interest of the citizen.
We remind herewith the criminal complaint filed by FACIAS on April 19 2011 against the Minister of Health, Cseke Attila, in order to be investigated for the crimes of abuse of office against the interests of individuals and abuse of office against the public interests as well as the preliminary complaint to the Government for the annulment of GD 345/2011, which ordered the closure of 67 health units under the administration of local public authorities.
