We welcome the declaration by the President of Romania of a state of emergency and hope that the way this measure will be implemented will not exceed the purpose for which it was instituted.
We believe that the immediate application of the provisions of the decree on the establishment of the state of emergency, a measure welcomed by the quasi-majority of the population, will contribute, together with the effort of every citizen, to the gradual elimination of the coronavirus epidemic.

Numai astfel pot fi înlăturate eventualele excese privind dreptul la viață intimă, familială și privată, inviolabilitatea domiciliului, dreptul la proprietatea privată, libertatea întrunirilor, mai ales în contextul în care aceste limitări sunt dispuse de o singură instituție a statului (MAI)“, a spus directorul de dezvoltare al FACIAS, Toni Greblă.
Given the general wording of the text, which provides for the possibility of restricting certain fundamental rights, we believe it is essential that, at this stage, all measures taken by the authorities are strictly tailored to the real need to combat the virus.
In the undesirable situation in which the evolution of the epidemic will require the extension of the state of necessity, we request that the President of Romania, reviewing the text of Article 2, to complete in detail the situations in which these rights may be limited. Until then, we are confident that civil society, through associations and foundations working in the field of human rights protection, will carefully monitor and analyse the measures taken by the authorities in each area, reacting promptly and responsibly.
