The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has requested in court the annulment of the Decision of the General Council of the Municipality of Bucharest no. 705/22.12.2022, regarding the modification and completion of the Decision of the General Council of the Municipality of Bucharest no. 517/2019, regarding the approval of the fees for the operation of public utility parking lots in the Capital.
This decision is discriminatory and abusive in its content, and the arguments put forward by the municipality do not justify the introduction of these provisions.
Specifically, the decision does not allow citizens domiciled or residing in Bucharest, in the vicinity of the parking spaces, to obtain a preferential parking pass, if their cars are not registered in Bucharest. This type of parking pass is much cheaper than the general parking passes.
FACIAS initially approached Parking București SA, the municipal company that manages the car parks, but the response was unequivocal: those who do not have a car registered in the capital will never be able to obtain a parking pass, even if they live or reside in Bucharest.
This stipulation is completely meaningless and discriminatory against Bucharest residents, as one only has to read carefully the text of the decision and its annexes, which explicitly state that the "resident's pass" is intended for citizens "individuals whose domicile or residence is adjacent to the car park".
Municipal officials argued, as another argument in their favour, that a citizen with a car registered in Bucharest should benefit from preferential treatment, because he pays taxes to the local budget. This ignores the fact that those who live or reside in Bucharest also pay taxes to the local budget and should benefit from preferential treatment, according to the same logic used by Bucharest officials.
