Is it necessary to complete a preliminary procedure, also known as an appeal, before filing to the court for the annulment of an illegal administrative act, in which you ask the administrative authority that issued the act or a higher hierarchical body to re-examine the act? If you do not take this step, your action will be considered invalid.
