Faced with the lack of responsibility and the failure to keep the promises made by the City Hall and Termoenergetica to solve the problems related to the supply of hot water and heat, the The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has decided to take these institutions to court. Moreover, FACIAS is coming to the aid of the owners' associations in the capital, offering to provide them with legal support for a joint action in court to claim substantial compensation from the City Hall for failure to provide hot water and heat in the cold season.
Without heat and hot water, the residents of Bucharest suffer from the incompetence and carelessness of those who should provide these essential services. We are aware that together we are stronger, which is why we call on all owners' associations to join us in our efforts to demand answers and concrete actions from those responsible. The City Hall, through Termoenergetica, has the obligation to provide hot water at a temperature of at least 55 degrees Celsius at the entrance of the block throughout the year. However, due to repeated breakdowns and unlimited overhauls, hot water is often not only not supplied at the contracted temperature, but not at all. The same goes for heating. Most of the time it is supplied below parameters, and whole days without heat are already a habit for Bucharest residents. For this, the City Hall has to pay. Literally. The citizens of Bucharest must be compensated for the cold water paid for at hot water prices and for the increased bills for the inadequate supply of heat!
The authorities' repeated excuses for infrastructure deficiencies are, in fact, still the responsibility of the public administration and not its defence, which shows not only indolence but also ignorance of ANRSC standards, which the city applied only to pricing and not to the components of the public service.
80 years to change the pipes
A response from Termoenergetica to FACIAS's request shows the disastrous reality: at the current rate of 50 km of pipes replaced per year, it will take 80 years for the entire 4000 km network to reach normal standards. FACIAS has already lodged court complaints against Termoenergetica and the City Hall for violating citizens' rights.
