One year after the approval of the National Recovery and Resilience Plan (NRRP), the Foundation for the Defence of Citizens against State Abuses (FACIAS) shows in its NRRP monitoring project that many of the targets and milestones have been met, but there are significant problems.

"Romania has completed most of the administrative projects (21 targets and milestones related to the fourth quarter of 2021) related to the NRRP, which also led to the authorisation of the first payment request by the European Commission amounting to €2.6 billion, during this period it is facing unmanageable situations that delay the submission of the second payment request.

The responsible teams in the Romanian Government seem not yet to have found solutions to finalise the decarbonisation law, the whistleblower law or the way to fulfil the pension reform", FACIAS says.

The second payment request should be completed by 15 November, but the deadline is likely to be missed.

"As highlighted during the Debate "NRRP Monitoring: Possibility of renegotiating the plan on unfulfilled milestones", organized by the Foundation for the Defense of Citizens Against State Abuses, Romania must direct all its efforts towards viable projects, following the example of other countries, and where there is the impossibility of realization and objective conditions leading to these situations, it is necessary to urgently modify and optimize the program.

According to the information provided by the representatives of the Ministry of Investments and European Projects for the year 2022 there are 130 targets and milestones to be met, of which 51 are almost met and are to be submitted in the framework of payment request number 2, which is being worked on intensively.

However, there is still a gap of 79 projects for this year which we hope all those involved will successfully complete as soon as they manage to resolve the obstacles in the submission of the new payment request.
