The Foundation for the Defense of the Citizen Against State Abuses (FACIAS) has sued the Ministry of Investment and European Projects (MIEP) for refusing to provide information on how the National Recovery and Resilience Plan (NRRP) and its annexes were negotiated. This information was requested from the Ministry twice, on 7 February 2023 and 2 March 2023.
In fact, FACIAS has learned that both the correspondence between the Romanian side, represented by MIPE and the European Commission, and the documents related to the procedure for drafting the NRRP have been classified as "state secret" even though they contain information about economic and social measures that will affect all Romanians.
FACIAS explained in its application that the secrecy of these documents violates one of the reforms proposed by the NRRP, namely that of transparency in decision-making. Moreover, given that the NRRP has already been approved in 2021, what can be the reason for the documents on which it is based to remain secret?
In this absurd context, the legitimate question arises, what does the MIEP have to hide? What concessions were made to the European partners that had to be hidden from the eyes of Romanians. We also wonder how it is possible to keep secret information concerning the future of Romania, when citizens have the right to know what is going to affect their daily lives?
FACIAS believes that it has presented all the legal and moral arguments for this action to result in the desecretization of this information and has every confidence that the court will force MIEP to respect the principle of transparency in decision-making for the benefit of citizens.
