The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) has sued the General Council of Bucharest (CGMB) asking the court to annul the discriminatory decision on the payment of residence parking spaces.
In March this year, the CGMB voted a new regulation for public parking in Bucharest, accessible to everyone on the basis of a single hourly rate of 5 RON. In addition, non-nominal parking passes were issued to residents for 50 RON per month. Although a person is considered to be a resident if he or she lives or resides in the area of the car park for which he or she is applying, the Municipal Parking Company makes the issue of a resident's pass conditional on the registration of the car in Bucharest.
Basically, people who are domiciled in the province (and therefore their car is also registered in the province) but have a valid residence in Mun. Bucharest are discriminated against in comparison with people who have their car registered in Bucharest. Or at least this is what CGMB decision no. 705/2022 stipulates.
However, FACIAS approached the Bucharest Municipal Parking Company, and finally the representatives stated that parking passes can also be granted to people who do not have their cars registered in the capital, but only with the payment of 500 lei per month. Practically 10 times higher than the basic rate set for those with cars registered in Bucharest. FACIAS considers this situation to be discriminatory and has taken 14.07.2023 CGMB to court to force them to correct this abuse by a council decision!
Same city, different rules
If the Municipality makes the granting of residence parking passes conditional on the registration of the car in Bucharest, this discriminatory situation does not exist in the 6 districts. Obtaining a parking space is primarily dependent on establishing the person's domicile or residence in the right place, not the city where the car is registered, and citizens only need to show the right of use of the car for which they are requesting a parking pass.
