The Foundation for the Defense of the Citizen Against State Abuses (FACIAS), in the context of recent discussions on Romania's budget deficit, points out that the authorities' energy could be channelled not into sterile discussions, but towards a very simple solution that would bring billions into the country: making the implementation of the NRRP more efficient. Under these circumstances, FACIAS is sounding the alarm about the way the Romanian state is managing the National Recovery and Resilience Plan (NRRP), given that not even one of the obligations undertaken with a deadline of 31 March 2023 has been met, and billions of euros in funding depend on these obligations.

FACIAS requested information from the Ministry of Investment and European Projects on the state of implementation of the obligations undertaken by the Romanian state through the NRRP, but the response received is worrying. The Ministry has told FACIAS that dozens of milestones (obligations assumed) have not been met and that the release of huge sums depends on this. We are talking about payment request 3, amounting to €3.1 billion, which cannot be approved by the European Commission for two reasons: the first is that 24 milestones that were conditional on payment have not been met, and the second is that this request depends on the approval of payment request 2, which has not yet been approved by the European Commission. 

FACIAS is sounding the alarm about the beginning of the disaster in the case of this much-praised and promoted programme and considers that the authorities have an obligation to come up with a solution plan as a matter of urgency, but also to mobilise urgently in order to save at least part of the money allocated by the NRRP, the 30 billion euros trumpeted at the time of the signature of the NRRP.
