The Foundation For The Defense Of Citizens Against State Abuses(FACIAS) notes with indignation the way in which the Romanian Government is delaying the implementation of Law no. 263/2010 on the unitary public pension system.
The Executive has not fulfilled its legal obligation to issue the rules for the implementation of Law No. 263/2010, and because of this, thousands of people cannot receive their entitlements. The Pension Law was published in the Official Monitor in December 2010 and entered into force in January 2011, but it cannot be implemented yet due to the lack of methodological rules.
The non-publication of the implementing rules of the Pension Law is an abuse of the citizens, who are the payers of social security contributions and whose right to a pension is guaranteed by the Constitution.
FACIAS condemns the attitude of the Government which prevents the implementation of the Law on the Unified Pension System, thus violating the fundamental principles of the rule of law.
