The Foundation for the Defense of the Citizens against State Abuses (FACIAS) has issued a call to action, demanding the immediate unblocking of the investigation into the death of young Andrei Marius Dragan. Furthermore, the organisation has announced its intention to cover the expenses associated with the histopathological examination, a cost that has not been met by the authorities to date.The investigation into the case of Andrei, which has been met with profound shock and concern, has been hindered by bureaucratic delays and a apparent indifference on the part of the Romanian authorities. These delays have persisted for a considerable duration, spanning multiple weeks.
The finalisation of the forensic report, which is imperative in establishing the precise causes of the 16-year-old's demise, occurred a few weeks ago. However, for a peculiar reason, the report has not yet been submitted to the authorities. The state institution that had requested the analysis has not yet settled the fee for the histopathology examination.
This administrative negligence has resulted in the delay of those responsible and the protraction of the suffering of Andrei's family, who have been awaiting an official response for several months. In order to facilitate the progression of the investigation, FACIAS has announced its intention to disburse the specified amount to the Institute of Forensic Medicine (IML) in Craiova, thereby enabling the transmission of the report to the relevant authorities without further delay. Simultaneously, FACIAS is calling for immediate action by the responsible institutions and for those responsible for this scandalous delay to be held to account.
Despite the fact that five institutions are investigating Andrei's death, no clear verdict has yet been reached and no individual has been identified as responsible. The gravity of the situation is such that the Ministry of Health has yet to dispatch the Control Body to the County Emergency Hospital of Targu Jiu, the medical facility where Andrei passed away. The Târgu Jiu County Emergency Hospital has not yet concluded its internal disciplinary investigation, the Gorj College of Doctors has not yet finalised the Disciplinary Commission's report, and the Prosecutor's Office of the Târgu Jiu Court has not yet initiated legal proceedings or concluded the criminal investigation.
FACIAS calls upon the relevant authorities to fulfil their legal obligations with immediate effect, in order to ensure unimpeded access to justice. Furthermore, in order to ensure that those responsible are held to account, FACIAS has lodged a complaint against them with the Public Prosecutor's Office of the High Court of Cassation and Justice.
