The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) urges the Government of Romania to expedite the amendment of the enforcement norms of Law no. 104/2008, regarding the prevention and combating of the production and illicit trafficking of high-risk doping substances, in light of the changes introduced by Law no. 219 of July 26, 2021.
This request comes at a time when, recently, there has been a noticeable increase in illegal drug consumption in Romania, a phenomenon that requires strong and immediate measures for its prevention and combating. The current legislation, with the recent changes, provides the necessary tools to address the drug issue, but the absence of appropriate enforcement norms limits its effectiveness.
According to the changes made to the law, the Government was supposed to update the enforcement norms of the law by October 28, 2021. FACIAS finds it outrageous that, after more than two years, these changes do not exist. If the authorities had done their job, perhaps accidents like the one in 2 Mai wouldn't have occurred.
YOUTH MUST BE PROTECTED
FACIAS emphasizes the urgency of this process, considering that the drug trafficking phenomenon not only affects health but also the safety and stability of society as a whole.
The legislative changes aimed at enhancing the effectiveness of prevention and combating measures against the illicit trafficking of prohibited substances represent an essential step in protecting young people and vulnerable communities.
FACIAS has requested the Government to act responsibly and promptly in order to effectively implement the law. Romania needs an updated and efficient legislative framework in the fight against this social scourge.
