    The Foundation For The Defense Of Citizens Against State Abuses (FACIAS) draws attention to the lack of methodological norms for applying Law no. 4/2021, an essential law for the protection and improvement of the quality of life of individuals diagnosed or suspected to be diagnosed with allergic diseases or conditions.

    This law, enacted to support rapid and efficient diagnosis as well as improvement of treatment for people with allergies, remains currently inapplicable due to the absence of application norms. These norms should have been developed and issued by the Ministry of Health, the Ministry of Labor and Social Protection, and the Ministry of Education by August 7, 2021. After more than two years, the application norms of the law have not been issued, which affects approximately 40% of Romania's population suffering from some form of allergy. Prof. Dr. Carmen Panaitescu, President of the Romanian Society of Allergology and Clinical Immunology, also highlights this issue, stating, 'The incidence of allergic diseases is estimated to be increasing, as in all EU countries, with approximately 8 million Romanians (adults and children) suffering from some form of allergy. It is important to mention that most allergic conditions are chronic diseases that have a negative impact on the patient's quality of life, both socially and professionally, generating significant costs at the level of public health and society.'

WHAT THE LAW, WHICH ROMANIANS CANNOT BENEFIT FROM, PROVIDES

    Among other things, the new legislative framework provides for facilitating and conducting early diagnosis of individuals suspected to be diagnosed with allergies; identifying and documenting diagnosed individuals; improving treatment to prevent complications; facilitating their integration into school, sports activities, and work.

    Furthermore, the law aims to promote and improve the health education process for individuals diagnosed with allergic diseases and conditions, their families, and the overall population.

    FACIAS emphasizes the importance of respecting citizens' rights and the responsibility of state authorities to act in the public interest. The lack of application norms is not just negligence but also a violation of the fundamental rights of individuals affected by allergies. Therefore, FACIAS requests the urgent elaboration of these methodological norms!
