Legea 78\/2000 pentru prevenirea, descoperirea \u015fi Sanc\u0163ionarea faptelor de corup\u021bie<\/p>\n<h1><span style=\"font-size: 14pt;\">Ce a furnizat Ghidul Practic p\u00e2n\u0103 acum \u0219i ce va furniza \u00een urm\u0103toarea perioad\u0103<\/span><\/h1>\n<p>Am ar\u0103tat, pe parcursul \u00eentregului nostru Ghid Practic, c\u0103 legisla\u021bia ne ofer\u0103 instrumente pe care&nbsp; le putem utiliza pentru a ne ap\u0103ra drepturile, pentru a pre\u00eent\u00e2mpina un abuz sau a lupta cu el.<\/p>\n<p>Abuzurile nu vor fi eradicate, eliminate total, dar \u021bine de noi, cet\u0103\u021benii, s\u0103 le diminu\u0103m, dac\u0103 ne \u0219tim drepturile, identific\u0103m abuzurile \u0219i \u0219tim ce avem de f\u0103cut.<\/p>\n<p>Nu vom reu\u0219i de fiecare data, dar, prin exerci\u021biu, \u0219ansele noastre vor cre\u0219te considerabil, iar reprezentan\u021bii institu\u021biei, \u00een fa\u021ba unor cet\u0103\u021beni care \u00ee\u0219i cunosc drepturile \u0219i \u00eendatoririle, se vor g\u00e2ndi mai mult \u00eenainte de comiterea unui abuz.<\/p>\n<p><em>Dac\u0103 ne mai ferim s\u0103 reclam\u0103m anumite situa\u021bii doar pentru c\u0103 ni s-a \u00eent\u00e2mplat sau am auzit c\u0103 demersurile noastre nu ar avea niciun rezultat, nu rezolv\u0103m problemele noastre. Legisla\u021bia<\/span><\/h1>\n<p>A\u0219a cum am mai spus, exist\u0103 legisla\u021bie prin care reclam\u0103m nedrept\u0103\u021bile, abuzurile \u0219i ne facem dreptate, \u00een raport cu autorit\u0103\u021bile statului. Este necesar s\u0103 cerem respectarea \u0219i aplicarea ei.<\/p>\n<ul>\n<li><strong>Refuzul unei autorit\u0103\u021bi, neglijen\u021ba sau indiferen\u021ba \u00een exercitarea atribu\u021biilor de serviciu se sanc\u021bioneaz\u0103&nbsp;prin lege<\/strong>. Codul administrativ<a href=\"#_ftn3\" name=\"_ftnref3\"><sup>[3]<\/sup><\/a>, care, \u00een realitate, este o ordonan\u021b\u0103 de guvern, stabile\u0219te foarte clar obliga\u021biile, normele de conduit\u0103 ale unui func\u021bionar public ce lucreaz\u0103 \u00een administra\u021bia public\u0103 central\u0103 (Guvern, ministere, etc.) \u0219i local\u0103 (prim\u0103rii, consilii jude\u021bene). Codul administrativ<a href=\"#_ftn4\" name=\"_ftnref4\"><sup>[4]<\/sup><\/a> ne supune ce \u0219i cum se sanc\u021bioneaz\u0103.<\/li>\n<li>\u00cen plus, Legea contenciosului Administrativ<a href=\"#_ftn5\" name=\"_ftnref5\"><sup>[5]<\/sup><\/a> (<strong>LEGE nr. 554\/2004 contenciosului administrativ) pentru ce situa\u021bii mergem <\/strong><strong>\u00een instan\u021b\u0103 \u0219i cum vor fi ele solu\u021bionate, in baza acestei legi.<\/strong><\/li>\n<\/ul>\n<p>Refuzul nemotivat al angajatului statului de a \u00eendeplini atribu\u021biile de serviciu se poate pedepsi, de exemplu, cu mic\u0219orarea salariului sau destituirea din func\u021bie, potrivit Codului Administrativ. \u00cen Codul Administrativ g\u0103sim informa\u021bii utile legate de faptul c\u0103 func\u021bionarii publici au, pentru faptele lor, r\u0103spundere: disciplinar\u0103 \u0219i civil\u0103, dar \u0219i penal\u0103.<\/p>\n<p>\u00cen ce prive\u0219te r\u0103spunderea civil\u0103 \u0219i penal\u0103 a func\u021bionarilor publici, pentru faptele lor, g\u0103sim informa\u021bii utile tot \u00een <strong>Legea nr. 554 2004 a contenciosului administrativ.<\/strong><\/p>\n<p>Poli\u021bi\u0219tii pot fi sanc\u021biona\u021bi pentru c\u0103 refuz\u0103 \u00eendeplinirea \u00eendatoririlor lor sau pentru comportament inadecvat<a href=\"#_ftn6\" name=\"_ftnref6\"><sup>[6]<\/sup><\/a>.<\/p>\n<ul>\n<li><strong>Etica \u0219i discriminarea<\/strong><\/li>\n<\/ul>\n<p>Autorit\u0103\u021bile \u0219i institu\u021biile, respectiv angaja\u021bii lor, au de respectat \u0219i o etic\u0103 profesional\u0103 \u00een rela\u021bia cu persoanele\/cet\u0103\u021benii care solicit\u0103 un serviciu. Un comportament inadecvat poate fi, de multe ori, o discriminare, sanc\u021bionat\u0103 \u0219i ea \u00een legea noastr\u0103.<\/p>\n<p>\u00centreaga legisla\u021bie ce vizeaz\u0103 discriminarea, o reg\u0103sim<a href=\"#_ftn7\" name=\"_ftnref7\"><sup>[7]<\/sup><\/a> pe pagina web a Consiliului Na\u021bional pentru Combaterea Discrimin\u0103rii (autoritatea de stat autonom\u0103, sub control parlamentar, care \u00ee\u0219i desfa\u0219oar\u0103 activitatea \u00een domeniul discrimin\u0103rii).<\/p>\n<p>Potrivit Legii contenciosului administrativ nr. 554\/2004, &#8220;<em>orice persoan\u0103 care se consider\u0103 v\u0103t\u0103mat\u0103 \u00eentr-un drept al s\u0103u ori \u00eentr-un interes legitim, de c\u0103tre o autoritate public\u0103, printr-un act administrativ sau prin nesolu\u021bionarea \u00een termenul legal a unei cereri, se poate adresa instan\u021bei de contencios administrativ competente, pentru anularea actului, recunoa\u0219terea dreptului pretins sau a interesului legitim \u0219i repararea pagubei ce i-a fost cauzat\u0103<\/em>&#8220;. Mai multe informa\u021bii aplicate \u0219i simplificate reg\u0103sim \u00een Ghidul Practic&nbsp; \u201dFii informat, nu abuzat\u201d de pe pagina web a FACIAS.<\/p>\n<ul>\n<li><strong>Sanc\u021biuni \u0219i zona Codului civil pentru comportament neadecvat sau abuziv al institu\u021biilor statului<\/strong><\/li>\n<\/ul>\n<p>Codul administrativ, adic\u0103 Ordonan\u021ba de urgen\u021b\u0103 a Guvernului nr. 57 \/2019 ne arat\u0103 ce fapte intra aici. Le vom aborda \u00een capitolul urm\u0103tor.<\/p>\n<p>\u00cen zona <strong>accesului liber la informa\u021bii de interes public<\/strong>, dac\u0103 autorit\u0103\u021bile nu r\u0103spund \u00een termen sau deloc la solicit\u0103rile depuse, se poate depune reclama\u021bie la conduc\u0103torul autorit\u0103\u021bii sau al institu\u021biei publice respective.<\/p>\n<ul>\n<li><strong>Sanc\u021biuni din zona codului penal:<\/strong><\/li>\n<\/ul>\n<p>\u00cen momentul \u00een care&nbsp;<strong>se pretind bani sau alte favoruri<\/strong>, deja intr\u0103m pe t\u0103r\u00e2m penal. Cel care d\u0103 mit\u0103 \u0219i apoi se duce \u0219i reclam\u0103 fapta, scap\u0103 de r\u0103spunderea penal\u0103. Cel care nu a dat-o, nu ar trebui \u00eens\u0103 s\u0103 lase nesanc\u021bionat\u0103 conduita func\u021bionarului statului, ci s\u0103 o reclame la parchet.<\/p>\n<p><strong>Abuzul \u0219i neglijen\u021ba \u00een serviciu&nbsp;<\/strong>intr\u0103 \u0219i ele \u00een aceast\u0103 discu\u021bie. Abuzul \u00een serviciu este atunci c\u00e2nd func\u021bionarul nu \u00eendepline\u0219te un act sau \u00eel \u00eendepline\u0219te \u00een mod defectuos (cu \u00eenc\u0103lcarea legii) \u0219i prin asta cauzeaz\u0103 o pagub\u0103 ori o v\u0103t\u0103mare a drepturilor sau intereselor legitime ale unei persoane. Neglijen\u021ba este c\u00e2nd vorbim de o fapt\u0103 din culp\u0103.<\/p>\n<p><strong>II.1. Legisla\u021bia: cum sunt sanc\u021biona\u021bi\/pedepsi\u021bi func\u021bionarii reprezentan\u021bii statului c\u00e2nd comit abuzuri?<\/strong><\/p>\n<p>Pe parcursul Ghidului, am mai spus cum poate fi identificat \u0219i tradus \u00een legisla\u021bie abuzul reprezentantului unei institu\u021bii \u00een raport cu noi, cet\u0103\u021benii. Despre abuz \u0219i formele pe care el le ia, g\u0103sim informa\u021bii simplificate aici: <a href=\"https:\/\/facias.ro\/ghid-practic-portretul-robot-al-celui-care-este-tentat-sau-care-comite-abuzuri-in-calitatea-sa-de-reprezentant-al-statului-in-raport-cu-cetatenii\/\"><strong>Ghid Practic: &nbsp;Portretul \u201drobot\u201d al celui care este tentat sau care comite abuzuri, \u00een calitatea sa de reprezentant al statului, \u00een raport cu cet\u0103\u021benii<\/strong><\/a><a href=\"#_ftn8\" name=\"_ftnref8\"><sup>[8]<\/sup><\/a>.<\/p>\n<p>Dac\u0103 \u00een materialul citat mai sus, g\u0103sim informa\u021biile simplificate, mai jos, le red\u0103m exact a\u0219a cum le reg\u0103sim \u00een legisla\u021bie, pentru c\u0103 este&nbsp; indicat s\u0103 le parcurgem \u0219i s\u0103 le folosim la nevoie.<\/p>\n<p>Principalele prevederi normative anticorup\u0163ie se reg\u0103sesc \u00een Capitolul I al Titlului V al Codului Penal \u201eInfrac\u021biuni de corup\u021bie \u0219i de serviciu\u201d<a href=\"#_ftn9\" name=\"_ftnref9\"><sup>[9]<\/sup><\/a>, precum \u015fi \u00een Legea 78\/2000<a href=\"#_ftn10\" name=\"_ftnref10\"><sup>[10]<\/sup><\/a> privind prevenirea, descoperirea \u015fi sanc\u0163ionarea faptelor de corup\u0163ie:<\/p>\n<h2><span style=\"font-size: 14pt;\">II.1.1: Codul penal<\/span><\/h2>\n<p><strong>Luarea de mit\u0103<\/strong> &#8211; art. 289<\/p>\n<p>Fapta func\u0163ionarului public care, direct ori indirect, pentru sine sau pentru altul, pretinde ori prime\u015fte bani sau alte foloase care nu i se cuvin ori accept\u0103 promisiunea unor astfel de foloase, \u00een leg\u0103tur\u0103 cu \u00eendeplinirea, ne\u00eendeplinirea, urgentarea ori \u00eent\u00e2rzierea \u00eendeplinirii unui act ce intr\u0103 \u00een \u00eendatoririle sale de serviciu sau \u00een leg\u0103tur\u0103 cu \u00eendeplinirea unui act contrar acestor \u00eendatoriri, se pedepse\u015fte cu \u00eenchisoare de la 3 la 10 ani \u015fi interzicerea exercit\u0103rii dreptului de a ocupa o func\u0163ie public\u0103 ori de a exercita profesia sau activitatea \u00een executarea c\u0103reia a s\u0103v\u00e2r\u015fit fapta.<\/p>\n<p>Fapta prev\u0103zut\u0103 \u00een alin. (1), s\u0103v\u00e2r\u015fit\u0103 de una dintre persoanele prev\u0103zute \u00een art. 175 alin. (2), constituie infrac\u0163iune numai c\u00e2nd este comis\u0103 \u00een leg\u0103tur\u0103 cu ne\u00eendeplinirea, \u00eent\u00e2rzierea \u00eendeplinirii unui act privitor la \u00eendatoririle sale legale sau \u00een leg\u0103tur\u0103 cu efectuarea unui act contrar acestor \u00eendatoriri. Banii, valorile sau orice alte bunuri primite sunt supuse confisc\u0103rii, iar c\u00e2nd acestea nu se mai g\u0103sesc, se dispune confiscarea prin echivalent.<\/p>\n<p><strong>Darea de mit\u0103<\/strong> &#8211; art. 290<\/p>\n<p>Promisiunea, oferirea sau darea de bani ori alte foloase, \u00een condi\u0163iile ar\u0103tate \u00een art. 289, se pedepse\u015fte cu \u00eenchisoarea de la 2 la 7 ani. Fapta prev\u0103zut\u0103 \u00een alin. (1) nu constituie infrac\u0163iune atunci c\u00e2nd mituitorul a fost constr\u00e2ns prin orice mijloace de c\u0103tre cel care a luat mita. Mituitorul nu se pedepse\u015fte dac\u0103 denun\u0163\u0103 fapta mai \u00eenainte ca organul de urm\u0103rire penal\u0103 s\u0103 fi fost sesizat cu privire la aceasta. Banii, valorile sau orice alte bunuri date se restituie persoanei care le-a dat, dac\u0103 acestea au fost date \u00een cazul prev\u0103zut \u00een alin. (2) sau date dup\u0103 denun\u0163ul prev\u0103zut \u00een alin. (3). Banii, valorile sau orice alte bunuri oferite sau date sunt supuse confisc\u0103rii, iar c\u00e2nd acestea nu se mai g\u0103sesc, se dispune confiscarea prin echivalent.<\/p>\n<p><strong>Traficul de influen\u0163\u0103<\/strong> &#8211; art. 291<\/p>\n<p>Pretinderea, primirea ori acceptarea promisiunii de bani sau alte foloase, direct sau indirect, pentru sine sau pentru altul, s\u0103v\u00e2r\u015fit\u0103 de c\u0103tre o persoan\u0103 care are influen\u0163\u0103 sau las\u0103 s\u0103 se cread\u0103 c\u0103 are influen\u0163\u0103 asupra unui func\u0163ionar public \u015fi care promite c\u0103 \u00eel va determina pe acesta s\u0103 \u00eendeplineasc\u0103, s\u0103 nu \u00eendeplineasc\u0103, s\u0103 urgenteze ori s\u0103 \u00eent\u00e2rzie \u00eendeplinirea unui act ce intr\u0103 \u00een \u00eendatoririle sale de serviciu sau s\u0103 \u00eendeplineasc\u0103 un act contrar acestor \u00eendatoriri, se pedepse\u015fte cu \u00eenchisoarea de la 2 la 7 ani. Banii, valorile sau orice alte bunuri primite sunt supuse confisc\u0103rii, iar c\u00e2nd acestea nu se mai g\u0103sesc, se dispune confiscarea prin echivalent.<\/p>\n<p><strong>Cump\u0103rarea de influen\u0163\u0103<\/strong> &#8211; art. 292<\/p>\n<p>Promisiunea, oferirea sau darea de bani ori alte foloase, pentru sine sau pentru altul, direct ori indirect, unei persoane care are influen\u0163\u0103 sau las\u0103 s\u0103 se cread\u0103 c\u0103 are influen\u0163\u0103 asupra unui func\u0163ionar public, pentru a-l determina pe acesta s\u0103 \u00eendeplineasc\u0103, s\u0103 nu \u00eendeplineasc\u0103, s\u0103 urgenteze ori s\u0103 \u00eent\u00e2rzie \u00eendeplinirea unui act ce intr\u0103 \u00een \u00eendatoririle sale de serviciu sau s\u0103 \u00eendeplineasc\u0103 un act contrar acestor \u00eendatoriri, se pedepse\u015fte cu \u00eenchisoare de la 2 la 7 ani \u015fi interzicerea exercit\u0103rii unor drepturi.<\/p>\n<p>F\u0103ptuitorul nu se pedepse\u015fte dac\u0103 denun\u0163\u0103 fapta mai \u00eenainte ca organul de urm\u0103rire penal\u0103 s\u0103 fi fost sesizat cu privire la aceasta.<\/p>\n<p>Banii, valorile sau orice alte bunuri se restituie persoanei care le-a dat, dac\u0103 au fost date dup\u0103 denun\u0163ul prev\u0103zut \u00een alin. (2).Banii, valorile sau orice alte bunuri date sau oferite sunt supuse confisc\u0103rii, iar dac\u0103 acestea nu se mai g\u0103sesc, se dispune confiscarea prin echivalent.<\/p>\n<p>Infrac\u0163iuni de corup\u0163ie \u015fi de serviciu comise de alte persoane &#8211; art. 308<\/p>\n<p>(1) Dispozi\u0163iile art. 289-292, 295, 297-301 \u015fi 304 privitoare la func\u0163ionarii publici se aplic\u0103 \u00een mod corespunz\u0103tor \u015fi faptelor s\u0103v\u00e2r\u015fite de c\u0103tre sau \u00een leg\u0103tur\u0103 cu persoanele care exercit\u0103, permanent ori temporar, cu sau f\u0103r\u0103 o remunera\u0163ie, o \u00eens\u0103rcinare de orice natur\u0103 \u00een serviciul unei persoane fizice dintre cele prev\u0103zute la art. 175 alin. (2) ori \u00een cadrul oric\u0103rei persoane juridice.<\/p>\n<p>(2) \u00cen acest caz, limitele speciale ale pedepsei se reduc cu o treime.<\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 14pt;\">II.1.2. Legea 78\/2000 pentru prevenirea, descoperirea \u015fi Sanc\u0163ionarea faptelor de corup\u021bie<\/span><\/h2>\n<p><strong>Infrac\u0163iuni de corup\u0163ie<\/strong><\/p>\n<p>Art. 7<\/p>\n<p>Faptele de luare de mit\u0103 sau trafic de influen\u0163\u0103 s\u0103v\u00e2r\u015fite de o persoan\u0103 care:<\/p>\n<ol>\n<li>a) exercit\u0103 o func\u0163ie de demnitate public\u0103;<\/li>\n<li>b) este judec\u0103tor sau procuror;<\/li>\n<\/ol>\n<p>c)este organ de cercetare penal\u0103 sau are atribu\u0163ii de constatare ori de sanc\u0163ionare a contraven\u0163iilor;<\/p>\n<ol>\n<li>d) este una dintre persoanele prev\u0103zute la art. 293 din Codul penal se sanc\u0163ioneaz\u0103 cu pedeapsa prev\u0103zut\u0103 la art. 289 sau 291 din Codul penal, ale c\u0103rei limite se majoreaz\u0103 cu o treime.<\/li>\n<\/ol>\n<p><strong>Infrac\u0163iuni asimilate infrac\u0163iunilor de corup\u0163ie<\/strong><\/p>\n<p>Art. 10 Constituie infrac\u0163iuni \u015fi se pedepsesc cu \u00eenchisoare de la 3 la 10 ani \u015fi interzicerea unor drepturi urm\u0103toarele fapte, dac\u0103 sunt s\u0103v\u00e2r\u015fite \u00een scopul ob\u0163inerii pentru sine sau pentru altul de bani, bunuri ori alte foloase necuvenite:<\/p>\n<ol>\n<li>a) stabilirea, cu inten\u0163ie, a unei valori diminuate, fa\u0163\u0103 de valoarea comercial\u0103 real\u0103, a bunurilor apar\u0163in\u00e2nd operatorilor economici la care statul sau o autoritate a administra\u0163iei publice locale este ac\u0163ionar, comis\u0103 \u00een cadrul ac\u0163iunii de privatizare ori de executare silit\u0103, de reorganizare sau lichidare judiciar\u0103 ori cu ocazia unei opera\u0163iuni comerciale, ori a bunurilor apar\u0163in\u00e2nd autorit\u0103\u0163ii publice sau institu\u0163iilor publice, \u00een cadrul unei ac\u0163iuni de v\u00e2nzare a acestora sau de executare silit\u0103, s\u0103v\u00e2r\u015fit\u0103 de cei care au atribu\u0163ii de conducere, de administrare, de gestionare, de executare silit\u0103, de reorganizare ori lichidare judiciar\u0103;<\/li>\n<li>b) acordarea de subven\u0163ii cu \u00eenc\u0103lcarea legii sau neurm\u0103rirea, conform legii, a respect\u0103rii destina\u0163iei subven\u0163iilor;<\/li>\n<li>c) utilizarea subven\u0163iilor \u00een alte scopuri dec\u00e2t cele pentru care au fost acordate, precum \u015fi utilizarea \u00een alte scopuri a creditelor garantate din fonduri publice sau care urmeaz\u0103 s\u0103 fie rambursate din fonduri publice.<\/li>\n<\/ol>\n<p>Art. 11<\/p>\n<p>Fapta persoanei care, av\u00e2nd sarcina de a supraveghea, a controla, a reorganiza sau a lichida un operator economic privat, \u00eendepline\u015fte pentru acesta vreo \u00eens\u0103rcinare, intermediaz\u0103 ori \u00eenlesne\u015fte efectuarea unor opera\u0163iuni comerciale sau financiare ori particip\u0103 cu capital la un asemenea operator economic, dac\u0103 fapta este de natur\u0103 a-I aduce direct sau indirect un folos necuvenit, constituie infrac\u0163iune \u015fi se pedepse\u015fte cu \u00eenchisoare de la un an la 5 ani \u015fi interzicerea unor drepturi. Dac\u0103 fapta prev\u0103zut\u0103 la alin. (1) a fost s\u0103v\u00e2r\u015fit\u0103 \u00eentr-un interval de 5 ani de la \u00eencetarea \u00eens\u0103rcin\u0103rii, pedeapsa este \u00eenchisoare de la 6 luni la 3 ani sau amend\u0103.<\/p>\n<p>Art. 12<\/p>\n<p>Sunt pedepsite cu \u00eenchisoarea de la 1 la 5 ani urm\u0103toarele fapte, dac\u0103 sunt s\u0103v\u00e2r\u015fite \u00een scopul ob\u0163inerii pentru sine sau pentru altul de bani, bunuri ori alte foloase necuvenite:<\/p>\n<ol>\n<li>a) efectuarea de opera\u0163iuni financiare, ca acte de comer\u0163, incompatibile cu func\u0163ia, atribu\u0163ia sau \u00eens\u0103rcinarea pe care o \u00eendepline\u015fte o persoana ori \u00eencheierea de tranzac\u0163ii financiare, utiliz\u00e2nd informa\u0163iile ob\u0163inute \u00een virtutea func\u0163iei, atribu\u0163iei sau \u00eens\u0103rcin\u0103rii sale;<\/li>\n<li>b) folosirea, \u00een orice mod, direct sau indirect, de informa\u0163ii ce nu sunt destinate publicit\u0103\u0163ii ori permiterea accesului unor persoane neautorizate la aceste informa\u0163ii.<\/li>\n<\/ol>\n<p>Art. 13<\/p>\n<p>Fapta persoanei care \u00eendepline\u015fte o func\u0163ie de conducere \u00eentr-un partid, \u00eentr-un sindicat sau patronat ori \u00een cadrul unei persoane juridice f\u0103r\u0103 scop patrimonial, de a folosi influen\u0163a ori autoritatea sa \u00een scopul ob\u0163inerii pentru sine ori pentru altul de bani, bunuri sau alte foloase necuvenite, se pedepse\u015fte cu \u00eenchisoare de la unu la 5 ani.<\/p>\n<p>Art. 13^1<\/p>\n<p>\u00cen cazul infrac\u0163iunii de \u015fantaj, prev\u0103zut\u0103 de art. 207 din Codul penal, \u00een care este implicat\u0103 o persoan\u0103 dintre cele prev\u0103zute la art. 1, limitele speciale ale pedepsei se majoreaz\u0103 cu o treime.<\/p>\n<p>Art. 13^2<\/p>\n<p>\u00cen cazul infrac\u0163iunilor de abuz \u00een serviciu sau de uzurpare a func\u0163iei, dac\u0103 func\u0163ionarul public a ob\u0163inut pentru sine ori pentru altul un folos necuvenit, limitele speciale ale pedepsei se majoreaz\u0103 cu o treime.<\/p>\n<p><strong><em>Note:<\/em><\/strong><\/p>\n<ul>\n<li>\u00cen viitor, prin intermediul Ghidului Practic, vom aborda de drepturile, instrumentele noastre \u00een lupta cu abuzurile, pentru vicimele violen\u021bei domestic \u0219i pentru bolnavi,<\/li>\n<li>Apoi, urm\u0103toarele materiale ale Ghidului Practic vor trata rela\u021bia \u0219i ap\u0103rarea drepturilor noastre, respectiv lupta cu abuzurile \u00een raport cu institu\u021biile la nivel local: Prim\u0103ria \u0219i consiliul local.<\/li>\n<\/ul>\n<p>Pare mult\u0103 informa\u021bie, \u00eens\u0103 Ghidul a tratat deja anumite aspect generale, p\u00e2n\u0103 acum, \u00een acest domeniu.
