Vom relua datele din introducere \u00een fiecare episod al Ghidului, pentru a ne fi mai u\u0219or s\u0103 leg\u0103m informa\u021biile \u00eentre ele, unitar.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Situa\u021bia ipotetic\u0103<a href=\"#_ftn1\" name=\"_ftnref1\"><sup>[1]<\/sup><\/a> de abuz comis de o institu\u021bie a statului, cu victime colective<\/strong>:<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><u>Situa\u021bie ipotetic\u0103: <\/u><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Prim\u0103ria din comuna X a decis s\u0103 nu mai acorde burse celor cca. 600 de elevi de clasele I-XII.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Exist\u0103 Legea educa\u021biei na\u021bionale nr.1 din 5 ianuarie 2011, actualizat\u0103, care spune clar c\u0103 elevii au dreptul la burs\u0103. \u00cen concluzie, \u00een aceast\u0103 situa\u021bie ipotetic\u0103, am putea vorbi de un abuz colectiv comis de o institu\u021bie a statului.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><u>Abuzul statului:<\/u><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Prim\u0103ria este o institu\u021bie a statului. Elevii au dreptul, prin lege, la burse. Institu\u021bia statului \u00eencalc\u0103 un drept, asigurat prin lege, al unei comunit\u0103\u021bi (comunitatea elevilor).<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Am identificat cele trei probleme pe care le consider\u0103m cele mai importante de rezolvat:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">copiilor li s-au t\u0103iat toate bursele &#8211; sociale \u0219i de merit;<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">\u00een localitate sunt mai mul\u021bi p\u0103rin\u021bi pleca\u021bi la munc\u0103 sezonier\u0103 afar\u0103, iar copiii lor sunt l\u0103sa\u021bi \u00een grija rudelor;<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">avem un abandon \u0219colar de 5% (din to\u021bi copiii care au intrat \u00een clasa I, doar 95% termin\u0103 \u0219i liceul);<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><em><u>Note<\/u><\/em>:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Pentru c\u0103 noi ne ocup\u0103m, \u00een cadrul acestui proiect, de metode de contracarare a abuzurilor comise de institu\u0163iile statului, este nevoie s\u0103 \u0219tim, de exemplu, care din situa\u0163iile de mai sus au la baz\u0103 un astfel de abuz.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Astfel, instrumentele de advocacy din Ghid pot fi utilizate nu doar \u00een situa\u021bii de abuz, ci \u0219i atunci c\u00e2nd dorim s\u0103 ob\u021binem ceva, legitim de la cei care ne conduc\/ ne reprezint\u0103 ca urmare a votului nostru.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">C\u00e2nd un act administrativ al unei institu\u021bii a statului genereaz\u0103 un abuz cu victime colective, \u00eenseamn\u0103 c\u0103 vom ataca acel act administrativ normativ. \u00cen asemenea condi\u021bii, victimele abuzului, av\u00e2nd acela\u0219i interes, au o solu\u021bie optim\u0103: s\u0103 se asocieze pentru a avea \u0219anse mai mari \u00een rezolvarea problemei cu care se confrunt\u0103, \u00een lupta cu respectivul abuz.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong><em>Advocacy este procesul de influen\u021bare transparent\u0103 (onest\u0103 \u0219i la vedere) a politicilor publice<a href=\"#_ftn2\" name=\"_ftnref2\"><sup>[2]<\/sup><\/a> \u00een favoarea grupurilor de interese legitime (\u0219i noi, cet\u0103\u021benii abuza\u021bi \u00eentr-un drept asigurat prin lege, reprezent\u0103m un asemenea grup).<\/em><\/strong><\/span><\/p>\n<h2><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Advocacy &#8211; etape mari, simplificate:<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">P\u0103str\u0103m rezumarea advocacy la c\u00e2teva etape mari, pe \u00eentreg parcursul Ghidului care trateaz\u0103 acest domeniu:<\/span><\/p>\n<ol>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Eu, cet\u0103\u021beanul X (\u0219i\/sau firma Y), sunt victima unui abuz comis de statul rom\u00e2n: institu\u021bia \u00eencalc\u0103 un drept pe care o lege mi-l asigur\u0103.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Abuzul comis de institu\u021bia statului nu m\u0103 afecteaz\u0103 doar pe mine, ci pe mul\u021bi al\u021bii. Aflu cine sunt ace\u0219tia \u0219i le propun s\u0103 ne ap\u0103r\u0103m interesul \u00eempreun\u0103, pentru c\u0103 suntem un grup cu un interes legitim \u0219i dorim s\u0103 rezolv\u0103m problema. Am aflat cine are aceea\u0219i problem\u0103 \u0219i dore\u0219te rezolvarea. Am creat grupul.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Dup\u0103 ce am identificat problema (abuzul\/ situa\u021bia care ne nedrept\u0103\u021be\u0219te) \u0219i am aflat c\u0103 suntem mai mul\u021bi cu acela\u015fi interes, vedem ce nevoi avem \u0219i cine ne poate ajuta \u00een demersul nostru, care nu va fi u\u015for, dar va face dreptate multor victime.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Vom constata, cel mai probabil, c\u0103 membrii grupului nostru de victime nu pot asigura, \u00eempreun\u0103, toate cele necesare pentru succesul demersului, c\u0103 nu avem resurse financiare suficiente \u0219i nici nu ne putem descurca \u00een h\u0103\u021bi\u0219urile legisla\u021biei \u0219i administra\u021biei.<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">Inventariem ce am putea asigura, prin grupul nostru. Avem dou\u0103 posibilit\u0103\u021bi:<\/span><\/li>\n<\/ol>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">mergem la o firm\u0103 cu exper\u021bi \u00een advocacy<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">apel\u0103m la un ONG cu expertiz\u0103<a href=\"#_ftn3\" name=\"_ftnref3\"><sup>[3]<\/sup><\/a><\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h1><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">&nbsp; &nbsp; I.Stadiul demersului nostru &#8211; rezumare<\/span><\/h1>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">\u00cen ultimele trei s\u0103pt\u0103m\u00e2ni, am exemplificat, pentru situa\u021bia ipotetic\u0103:&nbsp; identificarea problemei\/ abuzului; am aflat ce are de spus \u0219coala \u00een care \u00eenva\u021b\u0103 copiii no\u0219tri (a trimis o adres\u0103 la Inspectoratul \u0219colar), dar problema nu s-a rezolvat, copiii tot nu primesc burse; am realizat c\u0103, de\u0219i mul\u021bi doresc rezolvarea situa\u021biei, pu\u021bini se implic\u0103 real; am identificat alia\u021bii cu care s\u0103 pornim la drum \u0219i am realizat grupul nostru de interese legitime (interesul nostru legitim este acela ca elevii s\u0103 primeasc\u0103 bursele). Apoi, am \u00eenceput s\u0103 d\u0103m o form\u0103 unui plan general de activit\u0103\u021bi, am formulat problemele pe care le dorim rezolvate, am stabilit ce competen\u021be generale ne sunt necesare (echipa de lucru), am analizat problemele dup\u0103 mai multe criterii pentru a ne da seama ce \u0219anse avem. Am analizat harta intereselor pentru a \u0219ti de unde pot fi generate eventuale sus\u021bineri sau piedici \u00een realizarea obiectivului.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">&nbsp;Chiar dac\u0103 nu ne descurc\u0103m singuri, avem deja sprijinul ONG-ului din localitatea X, al unui avocat \u0219i identific\u0103m cadre didactice care ar vrea s\u0103 se al\u0103ture efortului nostru (este posibil s\u0103 fie de acord s\u0103 ne ajute, f\u0103r\u0103 a fi vizibili la \u00eenceput, \u0219i ar fi de \u00een\u021beles, a\u0219a \u00eenc\u00e2t ne bucur\u0103m de suport).<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Avem deja o mic\u0103 echip\u0103, dar mai avem nevoie acum de cineva care s\u0103 ne ajute s\u0103 \u00een\u021belegem cum st\u0103 treaba cu bugetul Prim\u0103riei \u0219i ce putem face s\u0103 se modifice. Ne-ar ajuta un contabil, de pild\u0103. \u00cenc\u0103 mai putem c\u0103uta.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Complet\u0103m necesarul de informa\u021bii, \u00een baza Legii 544<a href=\"#_ftn4\" name=\"_ftnref4\"><sup>[4]<\/sup><\/a> din 2001, prin solicit\u0103ri transmise c\u0103tre \u0219coal\u0103, Prim\u0103rie, Consiliul Jude\u021bean, Ministerul Educa\u021biei. Depunem pl\u00e2ngerea prealabil\u0103 prin care contest\u0103m hot\u0103r\u00e2rea de Consiliul local prin care s-a decis c\u0103 elevii nu mai primesc burse.<\/span><\/p>\n<h1><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">&nbsp; &nbsp; II.Preg\u0103tim o dezbatere public\u0103<a href=\"#_ftn5\" name=\"_ftnref5\"><sup>[5]<\/sup><\/a><\/span><\/h1>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Propunem o dezbatere public\u0103. \u00cens\u0103, \u00eenainte de a propune dezbaterea, analiz\u0103m cu aten\u021bie ce ne permite \u0219i ce nu aceast\u0103 lege de mare ajutor<a href=\"#_ftn6\" name=\"_ftnref6\"><sup>[6]<\/sup><\/a>. Legea nr. 52 din 21 ianuarie 2003 privind transparen\u021ba decizional\u0103 \u00een administra\u021bia public\u0103 este \u0219i ea disponibil\u0103<a href=\"#_ftn7\" name=\"_ftnref7\"><sup>[7]<\/sup><\/a>, gratuit, pe portalul <a href=\"http:\/\/www.just.ro\">www.just.ro<\/a>.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Dorim o dezbatere public\u0103 (o putem face online, f\u0103r\u0103 costuri, ori cu costuri minime) sau solicit\u0103m un spa\u021biu prim\u0103riei, ori \u0219colii, \u00een afara programului \u0219colar). La fel de bine, putem solicita ca de organizarea dezbaterii publice s\u0103 ne ocup\u0103m, \u00een colaborare, noi \u0219i Prim\u0103ria. Este foarte posibil ca prim\u0103ria s\u0103 fie interesat\u0103. \u00cens\u0103, dac\u0103 ne lovim de un refuz, o putem organiza noi, dar invit\u0103m Prim\u0103ria \u0219i al\u021bi exper\u021bi.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">P\u00e2n\u0103 c\u00e2nd, \u00eentr-un episod ulterior (sau \u00een mai multe) vom vorbi, simplificat, despre dezbaterile publice \u0219i despre cum putem utiliza Legea 52 \u00een avantajul nostru, v\u0103 suger\u0103m, ca surse de inspira\u021bie materiale ca: \u201dTransparen\u021b\u0103 decizional\u0103 \u00een administra\u021bia public\u0103\u201d<a href=\"#_ftn8\" name=\"_ftnref8\"><sup>[8]<\/sup><\/a>; \u201dConsultarea public\u0103 eficient\u0103 la nivelul administra\u021biei centrale \u0219i locale\u201d<a href=\"#_ftn9\" name=\"_ftnref9\"><sup>[9]<\/sup><\/a> sau \u201dGHIDUL DE ORGANIZARE A DEZBATERILOR PUBLICE \u00ceN BAZA LEGII NR. 52\/2003<a href=\"#_ftn10\" name=\"_ftnref10\"><sup>[10]<\/sup><\/a>\u201d.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Promitem s\u0103 explic\u0103m aspectele utile, \u00eentr-un format c\u00e2t mai practic \u0219i simplificat, ulterior, \u00een cadrul Ghidului. La acest moment ar fi mult prea mult\u0103 informa\u021bie, dificil de asimilat pentru cei mai mul\u021bi dintre noi.<\/span><\/p>\n<h2><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">&nbsp; &nbsp; II.1. Realiz\u0103m baza de date cu contacte ale presei, stabilim cum \u0219i unde avem dezbaterea public\u0103 \u0219i realiz\u0103m materialele pentru aceasta<\/span><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Contacte pres\u0103<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Avem \u00eenc\u0103 un aspect important: pe l\u00e2ng\u0103 p\u0103rin\u021bii interesa\u021bi, Prim\u0103rie, Minister, noi avem tot interesul s\u0103 rezolv\u0103m problema \u0219i s\u0103 o punem pe agenda public\u0103: s\u0103 se vorbeasc\u0103 de problema noastr\u0103, s\u0103 cre\u0103m presiune, \u00een mod onest \u0219i transparent, asupra celor care trebuie s\u0103 rezolve problema\/problemele.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Pentru asta, fie ne facem noi o list\u0103 cu adresele de e-mail ale institu\u021biilor media: ziare, radiouri, televiziuni, folosind internetul, fie apel\u0103m la o firm\u0103 care, pentru cca. 50 de lei, poate transmite comunicatul nostru de pres\u0103 c\u0103tre pres\u0103. Dac\u0103 nu vom \u0219ti s\u0103 facem un comunicat de pres\u0103, contra-cost, astfel de firme realizeaz\u0103 \u0219i textul comunicatului, \u00een baza informa\u021biilor noastre.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Dac\u0103 avem, \u00eens\u0103, o persoan\u0103 care \u0219tie s\u0103 fac\u0103 un astfel de text sau avem un partener care a mai f\u0103cut a\u0219a ceva, putem trece peste cheltuial\u0103.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>C\u00e2nd, cum \u0219i unde organiz\u0103m dezbaterea public\u0103?<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Vom stabili unde depunem toate informa\u021biile utile pentru dezbaterea pe care o preg\u0103tim: avem nevoie de o adres\u0103 de e-mail \u0219i de o pagin\u0103 web. Dac\u0103 prim\u0103ria va fi de acord s\u0103 organizeze dezbaterea public\u0103 \u00eempreun\u0103 cu noi, atunci va fi folosit\u0103 infrastructura ei. Altfel, ar putea fi folosit\u0103 o infrastructur\u0103 a Consiliului Na\u021bional al Elevilor sau infrastructura unei organiza\u021bii ca FACIAS ori alt ONG. \u00cen ultim\u0103 instan\u021b\u0103, dac\u0103 nu avem resurse financiare, putem folosi infrastructura micului ONG din localitate care ne-a fost al\u0103turi, de la \u00eenceput, chiar dac\u0103 nu de\u021bine expertiza de care avem nevoie. Pentru c\u0103, la finalul ei, ne vom asigura c\u0103 avem promisiunea asumat\u0103 a celor de care depinde rezolvarea problemelor din care s\u0103 reias\u0103: cum vor rezolva problemele \u0219i termenul limit\u0103 p\u00e2n\u0103 la care problemele noastre vor fi solu\u021bionate.&nbsp;<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong><u>Nu uit\u0103m termenul nostru limit\u0103<\/u><\/strong>: P\u00e2n\u0103 la \u00eenceputul anului \u0219colar, trebuie s\u0103 \u0219tim clar, c\u0103 am rezolvat problemele, iar dac\u0103 nu le-am rezolvat \u00een totalitate, s\u0103 \u0219tim ce mai avem de f\u0103cut.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Grupul realizat pe Facebook, de pild\u0103, va primi mereu informa\u021bii despre stadiul activit\u0103\u021bilor, dar \u0219i informa\u021bii utile despre cum pot sprijini demersul.<\/span><\/p>\n<h2><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\">&nbsp; &nbsp; II.2. Model orientativ pentru Textul de \u00eendemn la ac\u021biune<\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Textul nostru de \u00eendemn la ac\u021biune va fi de cel mult dou\u0103 pagini. Mai jos, am realizat un model orientativ pentru un astfel de \u00eendemn la ac\u021biune, \u00een concordan\u021b\u0103 cu situa\u021bia noastr\u0103 ipotetic\u0103 din localitatea X.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Chemarea la ac\u021biune<\/strong> (cu titlu de exemplu) :<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Elevii din localitatea X \u2026\u2026(red\u0103m, pe scurt, problemele formulate anterior)<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><u>probleme pe care le dorim rezolvate urgent <\/u><\/span><\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\"><em>Respectarea drepturile legale ale elevilor la burs\u0103<\/em><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Prim\u0103ria X refuz\u0103 s\u0103 vireze bursele elevilor din localitate, de dou\u0103 luni.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">\u00cen Rom\u00e2nia, legea \u00eenv\u0103\u021b\u0103m\u00e2ntului (art 82) spune c\u0103 elevii primesc lunar burse de performan\u021b\u0103,&nbsp; burse de merit, de studiu \u0219i burse sociale. \u00cen 2021, Guvernul Rom\u00e2niei a stabilit (prin HG 1.064\/2020<a href=\"#_ftn12\" name=\"_ftnref12\"><sup>[12]<\/sup><\/a>) c\u0103 suma minima a unei burse este de 100 de lei.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Suma minim\u0103 este pl\u0103tit\u0103 de la Bugetul de stat.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Prim\u0103riile pot suplimenta aceast\u0103 sum\u0103 minima primit\u0103, garantat, de elevi.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">Men\u021bion\u0103m c\u0103 \u00een acest moment, Prim\u0103ria X \u00eencalc\u0103 Legea Educa\u021biei Na\u021bionale \u0219i Hot\u0103r\u00e2rea de Guvern nr 1064\/2020. Prim\u0103ria nu a distribuit bursele elevilor, de\u0219i banii sunt da\u021bi de Guvern \u0219i nici nu le-a suplimentat.&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Solicit\u0103m<\/strong> imperativ respectarea legii \u0219i a drepturilor legale ale elevilor, dar \u0219i suplimentarea burselor minime, prin sume acordate de Primarie, prin alocarea a 3% din Bugetul prim\u0103riei, pentru aceast\u0103 destina\u021bie. Cerem organizarea unei dezbateri publice pe aceast\u0103 tem\u0103, \u00een, cel mult, dou\u0103 luni.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\"><em>Suport pentru copiii ai c\u0103ror p\u0103rin\u021bi sunt pleca\u021bi \u00een str\u0103in\u0103tate<\/em><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">\u00cen localitatea sunt mai mul\u021bi p\u0103rin\u021bi pleca\u021bi la munc\u0103 sezonier\u0103 afar\u0103, iar copiii lor sunt l\u0103sa\u021bi \u00een grija rudelor. Prim\u0103ria nu \u0219tie c\u00e2\u021bi copii sunt \u00een aceast\u0103 situa\u021bie \u0219i nu le acord\u0103 suport.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Solicit\u0103m <\/strong>ca Prim\u0103ria s\u0103 realizeze aceast\u0103 situa\u021bie \u0219i s\u0103 aloce 0,3% din buget, pentru ace\u0219ti copii, care s\u0103 le asigure&nbsp; hran\u0103 cald\u0103, suport la teme \u0219i consiliere psihologic\u0103. Cerem organizarea unei dezbateri publice pe aceast\u0103 tem\u0103, \u00een, cel mult, trei luni.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\"><em>Program de prevenire a abandonului \u0219colar<\/em><\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">\u00cen localitatea X avem un abandon \u0219colar de 5% (din to\u021bi copiii care au intrat \u00een clasa I, doar 95% termin\u0103 \u0219i liceul).<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>&nbsp;<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><strong>Solicit\u0103m<\/strong> Prim\u0103riei \u0219i \u0218colii s\u0103 realizeze un plan de ac\u021biuni de prevenire a abandonului \u0219i s\u0103 \u00eel supun\u0103 dezbaterilor publice. Cerem organizarea unei dezbateri publice pe aceast\u0103 tem\u0103, p\u00e2n\u0103 la finalul anului.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\">La nivelul Rom\u00e2niei, (aici vom folosi datele furnizate de Ministerul Educa\u021biei, pe care l-am \u00eentrebat, anterior, ce ne interesa, \u00een baza Legii 544) \u2026 Bursa social\u0103&nbsp; este de x lei; ; Bursa de merit este de minim y lei. Aceste sume minime pot cre\u0219te prin fonduri de la &#8230; . Pentru copiii cu p\u0103rin\u021bii pleca\u021bi \u00een str\u0103in\u0103tate, la nivel na\u021bional se fac urm\u0103toarele \u2026 . Politicile publice sunt efectul deciziilor luate de guvernan\u0163i.
