How will the patient pay for these expenses? What are the procedures? Is this still possible today?<\/li>\r\n<li>If the patient cannot easily access the list and the amounts spent on it, who should take the necessary steps to make it possible?<\/li>\r\n<li>Is there data on costs per patient at the CNAS level? (EHR) (electronic health record) In that case, how many sanctions have been imposed thus far?<\/li>\r\n<li><em>How many healthcare providers and\/or doctors, out of all doctors and health care providers in the country, comply with their obligation to enter data in the DES?<\/em><\/li>\r\n<li>Are only service providers under contract with the Health Center eligible to participate in DES?<\/li>\r\n<li>Is it possible to enroll in both DES and private health care?<\/li>\r\n<li class=\"translation-block\">Today, the following practice is common in hospitals: The patient is checked into Hospital A. Parallel to the discharge form (which is given to the patient), the bill for expenses\/patient is created, which includes all costs for each operation performed, including the hotel regime. All of the costs in the Settlement remain, but they are not recorded in the database of hospital A, to settle them at CNAS, to the patient, or in a database to which they have access. How can the patient gain access to the costs that concern him? If the patient is transferred to another hospital, B will accompany him with the discharge papers and that will be the end of it. Hospital B will not have access to the database pertaining to it.<\/li>\r\n<li>According to circulating information, the Health Center does not have full access to all of the Health Card application's functions because the company that created the software solution and provides maintenance has kept certain data for management, specifically to keep the CNAS dependent on its services. Is the widespread practice, possibly mandated by law, of videotaping surgical interventions taken into account in the EU?<\/li>\r\n<li>Is there data on the number of deaths caused by surgical errors? How can we access them?<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li class=\"translation-block\">Information requested from the Ministry of Health<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\" type=\"1\">\r\n<li>Given the benefits of video recording in operating rooms, are there any laws\/legal regulations requiring video recording of surgical interventions in any European country?<\/li>\r\n<li>Is the Ministry of Health aware of the total number of operating rooms in all hospitals? What about a situation in which the practice of recording surgical interventions is adopted? How many rooms are practiced in? How many doctors are there? In how many Romanian hospitals are surgical interventions recorded? If so, please grant us access to such information. The hospital A staff can only see data from its database; they cannot see what the patient did in other hospitals (B,C,D...). The patient is asked to bring any paperwork from previous hospitalizations or doctors. At admission and discharge, but also along the road, medical workers spend roughly 30-40% of their time on paperwork and bureaucracy, rather than committing all of their time to patient care\/treatment. The patient is given the Discharge Form upon discharge, which states: the patient presented himself at the hospital for...with the symptoms... He was given\/performed....x, y, z operations\/ Upon discharge, his condition is ... and recommendations are ... When do you expect DESI to be functional and beneficial for its intended purpose?<\/li>\r\n<li class=\"translation-block\">What are the steps to be taken at this stage for a patient to be aware of the expenditure incurred by the State for the benefit of his\/her health?<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\" start=\"10\" type=\"1\">\r\n<li>Were sanctions imposed on medical service providers (with or without contracts with CNAS) for failing to comply with the legal provisions governing the registration of medical data in the DES? Many patients report that their File has yet to be activated. In actuality, doctors do not activate our file for a variety of reasons: their software does not communicate\/is incompatible with that of CNAS\/they are unaware that this DESI exists and what it accomplishes.<\/p>\r\n<p><strong>What steps are made to ensure that the law's provisions are also followed (real-time access to one's own medical file)?<\/strong><\/p>\r\n<p><strong>What can we, as patients, do to accelerate the process? When we requested DESI activation, we received no reply with the above arguments.<\/strong><\/p>\r\n<ol start=\"2\">\r\n<li>In relation to the patient's access to the observation sheet (the one in the hospital, during hospitalization), some patients and medical staff claim that the patient has access to his observation sheet only by court order, which they find ludicrous.<\/li>\r\n<\/ol>\r\n<p>There are rules that state that the patient has access to the Observation Sheet but do not specify the before-mentioned condition (LAW no. 95\/2006, art. Article 3466).<\/p>\r\n<p><strong>What is the truth? Is a court order required for the patient or a relative to have access to the Observation Sheet?  Is it possible to get real-time access to this observation sheet (sometimes a second opinion is required and would be beneficial)?<\/strong><\/p>\r\n<ol start=\"3\">\r\n<li>Today, the following practice is common in hospitals:<\/li>\r\n<\/ol>\r\n<ul>\r\n<li><em><u>Medical file:<\/u><\/em><\/li>\r\n<\/ul>\r\n<p>The patient has been admitted to Hospital A. The patient's medical history is taken upon admission (investigations).<\/p>\r\n<p>Hospital A's staff can only see data from their database; they cannot see what the patient did in other hospitals (B,C,D...).<\/p>\r\n<p>The patient is asked to bring paperwork from previous hospitalizations or doctors.<\/p>\r\n<p>At admission and discharge, but also along the way, medical personnel spend about 30-40% of their time on paperwork and bureaucratic procedures, rather than allocating all of their time to patient care\/treatment.<\/p>\r\n<p class=\"translation-block\">The patient is given the Discharge Form upon discharge, which states: the patient presented himself at the hospital for...with the symptoms....\n\nHe was given\/performed....x, y, z operations\/Upon discharge, his condition is........ and they  are recommended....<\/p>\r\n<p class=\"translation-block\"><strong><em>REIMBURSEMENTS - <\/em><\/strong>expenses\/patient -  patient has no access to it (FACIAS encountered only one exception, the other days, during the research)<\/p>\r\n<ul>\r\n<li class=\"translation-block\"><strong>Observation record <\/strong>(opens on admission)<\/li>\r\n<\/ul>\r\n<p>It is only accessible to doctors, medical personnel involved in the patient's medical care, and medical\/doctors requested for interconsultations.<\/p>\r\n<p>Except by court order, the patient does not have access to the Observation Record.<\/p>\r\n<p>The statistics departments in the hospitals enter the observation sheets into the database by code.<\/p>\r\n<p>We don't know if it's common practice, but we've encountered hospitals that haven't connected their statistics into electronic databases in order to avoid malware and secure data.<\/p>\r\n<p>The observation records are also archived in the hospital for many years.<\/p>\r\n<p>All treatments, investigations, analyses, and interventions delivered to the patient are documented on the discharge sheet.<\/p>\r\n<p>We don't know if it's common practice, but we've encountered hospitals that haven't connected their statistics into electronic databases in order to avoid malware and secure data.<\/p>\r\n<p><strong>We'd like you to thoroughly explain so that we can provide meaningful, realistic information or advice to patients who seek out our assistance.
