How may NGOs influence public policies that affect our daily lives?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We learned from earlier materials of the FACIAS Guide, created as your support in relation to state institutions:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">*How can we, the citizens, recognize that we are dealing with an abuse;<br>*Minimum criteria for identifying a potentially abusive situation; *Legitimate access to justice through courts;<br>*Minimum criteria for identifying a potentially abusive situation; *Legitimate access to justice through courts;<br>*How can we obtain justice at no cost: PETITION, SUBMISSION, and COMPLAINT.<br>*How can we obtain information of public interest, beneficial in preventing\/fighting an abuse committed by a governmental entity, according to the law 544\/2001.<br>*Defense at a low cost, or perhaps for free, and in court<br>*Public judicial assistance, if we are unable to pay certain stamp duties or expertise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until this point in the Guide, information has been offered in simple terms on the tools that we, citizens, can use to deal with state institutions without having to go to court. It is focused on specific circumstances in which an individual or a legal person is impacted by individual administrative acts. We still have options available for collective cases, which we will discuss in the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this article, we will explore how, when, and to what extent an NGO can assist us, given that these organizations are subject to the same legislation as us. Thus, we will learn what NGOs can and cannot do, depending on why we choose to turn to one NGO or another, why collaboration is crucial, and why NGOs have a commitment to serve, even if they do not always have the required resources. NGOs cannot address the plethora of requirements from our end at the same time, especially given the length of time required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This episode of the Practical Guide summarizes:<br>*NGO legislation *Why are NGOs important?<br>*How are non-governmental organizations funded?<br>*Why do NGOs prioritize collective cases?<br>*Common situations in which an NGO can assist us, even if only with advise or a suggestion<br>*How do we select the NGO to whom we turn for assistance?<br>*Cum alegem ONG-ul c\u0103tre care ne \u00eendrept\u0103m pentru suport?<br>*Various types of NGOs, based on competence, field of operation, and position in society<br>*How may NGOs impact governmental policies that affect our daily lives?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. The legislation under which NGOs operate:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government Ordinance No. 26\/2000 on associations and foundations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The national registry of NGOs is available for free on the Ministry of Justice's website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Why are NGOs important?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Above all, non-governmental organizations (NGOs) contribute to the functioning of democracy by improving citizens' access to information about how their country is governed, facilitating contact between state institutions and citizens, and preventing abuse of power by official institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How does it fulfill its function as a democratic facilitator?<\/strong><br>\u21d2Provides us with important knowledge about ourselves:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>contributes to teaching us, the citizens, on the activities of state institutions and how a government's activities can affect us<\/li><li>tells us about how public organizations wield power and influence;<\/li><li>it assists us in forming judgments and making decisions based on all available facts<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u21d2It enables us to interact more effectively with our authorities (both locally and centrally) in order to solve problems and do fair by us:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>We elect our representatives; once in authority, politicians make decisions about laws, taxes, and policies that affect us all; we can address those who make decisions on our behalf individually, but NGOs can help us communicate more effectively; when several people speak with one voice, they are easier to hear and take into account.<\/li><li>Depending on the field in which they operate, NGOs convey to state decision-makers the points of view of the citizen groups they represent.\nNGOs work to guarantee that decision-makers do not breach the law or numerous international treaties by breaking promises and obligations.<\/li><li>NGOs work to ensure that public institutions and politicians fulfill their responsibilities.<\/li><li>When state institutions break the law, especially when the vices are collective, non-governmental organizations (NGOs) can take them to court.<\/li><li>NGOs guarantee that public institutions do not abuse their power in ways that violate constitutional, legal, or internationally agreed-upon norms.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. How are non-governmental organizations funded?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of NGOs, money comes from a variety of sources, including self-financing most of the time, public donations, projects with European funding, and, if their initiatives are valuable to society and accepted, funding from international organizations and benefactors. Most NGOs struggle to subsist on modest, individual donations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. Why do NGOs prioritize collective cases?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NGOs are subject to the same laws as we are. They just have more expertise than us, they have volunteers who offer to work for specific issues in our interest, but we must understand that NGOs cannot solve all of our problems. The costs they endure are significant, and their resources are limited. This is also why most non-governmental organizations seek to handle collective cases: they want to address as many problems as possible and help as many of us as possible with the limited resources they have.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, an NGO can provide us with information and counsel, but it cannot fight for each of us; doing so would be unproductive and would quickly deplete the meager resources they have. For example, an NGO may be forced to choose between resolving 20 individual cases or four collective cases, the beneficiaries of which would be thousands of people. What would we do if we were in charge of an NGO? Furthermore, these NGOs have issues with their staff, bills, and the facilities in which they function. An NGO cannot afford to hire an army of lawyers to deal with the hundreds of petitions it receives each year. Lawyers charge similar fees while representing an NGO, firm, or individual, except when they are volunteers, in which case they will assist as much as their time allows. Working as volunteers allows us to clearly understand when, how, and what an NGO can do for us, as well as why it cannot answer whatever we ask of it. We, the citizens, cannot either.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.Common situations in which an NGO can assist us, even if only with advise or a suggestion::<\/strong><br>\u00d8 when the court trials have not been completed (an NGO, like us, cannot change final court decisions)<br>\u00d8 when the costs are not very high in relation to the benefit, even though our problem is very important to us individually, but, as stated above, a responsible NGO properly prioritizes the causes in which it is involved<br>\u00d8 When we don't know what to do, where to gather information from, who to turn to, or what to expect<br>\u00d8 in circumstances involving multiple victims<br>\u00d8 when our rights are violated and we can prove it, because an NGO lacks the resources to do case-by-case investigation, as well as the resources for lawyers<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6. How do we select the NGO to which we turn for assistance?<\/strong><br>The Ministry of Justice can assist us with information on Romanian NGOs. We can find a free registry of NGOs here: http:\/\/www.just.ro\/registrul-national-ong\/. The tables found here can tell us what the objective of NGOs is and consequently what kind of topics they are interested in. We can also figure out where they are active geographically.<br>Then, most NGOs, particularly those with a long track record of operation, state their mission on their website. When we seek assistance from an NGO, we must ensure that we offer them all the information they need to develop an opinion or provide recommendations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>There are several types of non-governmental organizations (NGOs) based on their competence, field of operation, and function in society:<\/strong><br>A) Rolul de &#8220;Watchdog&#8221; (paznic)<br>State authorities occasionally veer from their mission of defending citizens' interests. NGOs have an important role in publicizing slippages, mobilizing citizens to fix problems, and notifying authorities when they are not doing their job.<br>It is critical for non-governmental organizations (NGOs) to be robust, politically or commercially independent, and capable of constantly monitoring the behavior of public authorities. The scope of action can be very broad, ranging from violations of the law to the adoption of decisions that limit or jeopardize citizens' rights. Unfortunately, the capability of these NGOs in Romania is currently limited. FACIAS falls within this and the next category.<br>B) Public policy advocacy and expertise<br>Working directly with citizens and communities, non-governmental organizations (NGOs) are frequently the most capable entities that advocate on behalf of those they represent through their field of operation. Those who work in these NGOs accumulate the required and valuable skills over time, which they utilize to change governmental policy in the service of citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.How can non-governmental organizations (NGOs) impact public policies that affect our daily lives?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are two basic approaches for NGOs to influence public policy:<br>1. When they are genuinely consulted by central or local public authorities, which is a very unusual occurrence, scenarios in which NGOs present expert opinions or reports\/studies conducted over time on one or more subjects.<br>2. Through advocacy - when non-governmental organizations (NGOs) directly propose an alteration, most commonly a public policy or a legislation; and make intense, justified, and transparent efforts in this respect alongside competent authorities. In these instances, in general, a coalition of multiple NGOs is required to be successful in this endeavor, as it is in our case, individually: the more , the greater our chances.<br>Depending on their area of expertise, NGOs can have an impact on public policies. Attempts are frequently aimed at discrediting non-governmental organizations (NGOs) precisely because they become a significant voice in the service of citizens via the perspective of members, expertise, and experience.
